The Systems Engineer (ILS Manager) will oversee the entire Senior Leadership Network (SLN) Umbrella of ILS Programs, including LEO, VULCAN, SPECTRE, SCORPIO, MRTCDL 2.0, and others. In this role, the individual will collaborate directly with the Customer and our Program Team to develop ILS Strategies and Plans aligning with high-level Air Force Sustainment Objectives, such as Operational Availability Requirements. This Level 6 engineer will lead a team of 8-12 engineers, including 2-3 sub-ILS Managers in support of these comprehensive efforts which also includes overseeing the retrofit of 24 site locations. Job Responsibilities: Leverage strong ILS Engineering analyses to promote cost-effective, affordable, and field-supportable products over their intended life cycle.
Leverage strong ILS and life cycle modeling skills to effectively promote system reliability and supportability for long-term system support, including the following:
Coordinate all logistics elements (e.g., spares, support equipment, training, facilities, technical data, provisioning, etc.) to ensure all integrated logistics support requirements for the program are identified.
Cost Account Leadership: Familiarity with Earned Value Management System (EVMS) and the ability to plan budgets and execute that plan to deliver program requirement on cost and schedule.
Team Leadership: The ability to manage the work of other employees to ensure their success on delivering quality products.
Proposal Development: The ability to review customer statement of work for logistics tasks and develop bases of estimate for Logistics tasks identified.
Analysis skills: The ability to perform complex analysis tasks to analyze a problem and perform necessary research to gather data to solve complex problems.
Presentation skills: The ability to develop a well organized presentation and have strong communication skills to present to internal and external customers.
Problem Solving Skills: The ability to solve complex problems and gather the necessary research data to solve that problem.
Provisioning: Familiarity with MIL-STD-1388 or GEI-0007 and have the ability to structure a database per those standards and develop all of the required coding associated with those standards.
Maintenance Concepts: Understanding of 2 and 3 level maintenance concepts and factors that impact organizational, intermediate, and depot level maintenance. Knowledge of how factors such as user skill level, testability, repair turn around time (RTAT), and cost impact maintenance decisions and code assignments.
Spares Modeling: Understanding of how logistics, supply chain, and repair factors impact program spares requirements.
Logistics Documents: Familiar with a variety of Logistics documents for example; Maintenance Task Analysis, Logistics Product Database, Level of Repair Analysis, Reliability Centered Maintenance, Supply support plan, Support Equipment Requirements Document, Integrated Logistics Support Plan, Calibration Plan, Packaging Plan, and Engineering Data for Provisioning.
Support Equipment: The ability to identify the need for support equipment for a system and identify the requirements associated with that support equipment.
Technical writing: The ability to develop complex logistics plans, analysis and reports needed for program requirements.
Reliability Maintainability Availability (RMA): Familiarity with RMA principles and how they are used in logistics documents.
Failure Reporting Analysis and Corrective Action System (FRACAS): Familiarity with FRACAS principles and how they apply to logistics documents.
Diminishing Manufacturing Sources and Material Shortages (DMSMS): Familiarity with DMSMS principles and how they apply to logistics documents.
Participate in site surveys, and program reviews.
Provide support to accomplish the generation and review of logistics support documentation that includes the following: Integrated Logistics Support Plans (ILSP), Life Cycle Sustainment Plans (LCSP), Technical Orders (TOs), Technical Manuals, Electronic Technical Manuals, Illustrated Parts Breakdowns, and work specifications to ensure the documentation meets Government logistics support requirements.
Determine resources (e.g. funds, manpower, facilities, equipment, supplies, and services) required to fulfill the logistics plans.
Obtain and maintains any security clearances, status or licenses required by client to perform work. Use and apply Department of Defense Instruction (DoDI) 5000 acquisition processes, relating it to products, production, and sustainment.
Conduct logistics analyses and assessments (e.g. supportability analysis, Level of Repair Analysis, range and depth of spare parts, DMSMS, risk assessments, etc.)
Supports the development and entry of Logistics management Information.
Manage multiple projects at one time. Required Qualifications: Bachelor's Degree and a minimum of 12 years of prior relevant experience. Graduate Degree and a minimum of 10 years of prior related experience. In lieu of a degree, minimum of 16 years of prior related experience.
US Citizenship and ability to obtain Special Program Access (SAP), and ability to obtain a Top Secret Clearance. Preferred Qualifications: Minimum of 1 year of experience with cost account and project engineering management will be required.Must have a working knowledge of Logistics Engineering
Minimum of 4 years' experience with LSA, MIL-STD-1388 or its replacement GEI-0007, Reliability, Maintainability, Availability and equivalents
Proficient in use of ILS-related tools (i.e. - SLICWave, COMPASS, CASA, CBM+, etc.)
Proficient with Product LifeCycle Management (PLM) software, such as TeamCenter and/or SharePoint.
Excellent oral and written communications skills along with the ability to work independently or in a team environment is a plus.
Must be detail oriented and organized.
Ability to research, analyze, and evaluate information.
Experience with LSAR software tools Slicwave, Powerlog, Eagle, Compass, etc.
Experience with spares modeling software or tools.
Military experience as a Logistics officer.
Experience with DoD weapon system support system conceptual and preliminary design, particularly related to design analysis cycles, cost versus capability trade studies, and multi-design discipline integration.
Demonstrated self-starter.
Demonstrated excellence in interpersonal skills, strong written, communication, oral presentations skills, and ability to lead group discussions.
Proven track record of highly collaborative working skills in a team environment
Possess the willingness to mentor Engineers in the art of developing designs based on effective sustainment strategy needs
Ability to learn new subjects / techniques / software, without, necessarily, the assistance of others
Proficient in Microsoft Office Suite - Project, PowerPoint, Excel, Word
