Position Summary / Objective: KMS Solutions, LLC is seeking a highly motivated individual to serve as an Acquisition Financial Analyst. In this role, you will be responsible for supporting financial expenditures and Task Instructions in support of Ohio Class Submarines in support of submarine modernization. This position supports the In-Service Strategic Submarines Program Office (PMS 396) which is part of Naval Sea Systems Command (NAVSEA), Program Executive Office Strategic Submarines (PEO SSBN), and Team Submarine (TSUB). PMS 396 provides acquisition, engineering, logistics, financial, and project management support to Ohio Class Submarines. Ohio Class Submarine are the backbone of the nation's military, providing 24/7/365 strategic deterrence. Essential functions: Reasonable accommodations may be made to enable individuals with disabilities to perform these essential functions. Spend Plans - Development and track/manage of spend plans, both for individual performers and program wide, to include planning obligation timelines, determining expected burn rate, and understanding which appropriation can be used. Tracking obligation and expenditure and comparing to benchmarks. Assist APMs with fiscal year and continuing resolution planning.
Task Planning and Allocations - Support overall Annual Task Planning and Allocations; engage with field activities on tasking details, determine the tasks that will be funded under the provided controls and allocated across activities. Assist in the prioritization of tasks and perform in-depth requirements analysis as needed.
Data calls - Support data calls and funding deep dives as requested etc.
Brief Development/Support - Assist in the development of formal and ad hoc briefs. Prepare monthly financial review briefs for Resource Sponsors and Program Managers. Examples: POM Issue Briefs, program briefs, analysis summaries, status meetings and drumbeats, etc. Required education and experience: Seven years' experience in financial or business analysis for DoD and at least three years supporting the Navy.
Bachelor's degree in accounting, business, finance, or related field. A candidate with three or more years of experience directly supporting a Navy customer in a business or financial capacity will be considered in lieu of a degree.
Proficiency in MS Word, MS Excel, and MS PowerPoint
Knowledge of Navy and DoD financial policies and procedures.
Experience with Navy Enterprise Resource Planning (ERP).
Ability to work independently and with a team and often under short, multiple deadlines.
Experience in contract management and execution of various types of contracts and Financial Management.
Familiar with DoD Planning, Programming, Budget, and Execution (PPBE) cycle
Familiar with appropriation funding obligations, expenditures and benchmarks
NEPS experience required
Knowledge of the Navy's Planning, Programming, Budgeting, and Execution processes and policies. Preferred education and experience: Experience with NAVSEA Enterprise Planning System (NEPS)
Experience supporting a Navy program office environment, specifically within Team Submarine or submarines in general. Competencies: Budget Automation and Process Improvement.
Data Management and Analysis.
Communication proficiency.
Thoroughness and attention to detail.
Ability to work independently and with a team and often under short, multiple deadlines.
Experience working with Navy Program Offices, especially NAVSEA or Team Submarine Work authorization/security clearance requirements: A Secret Clearance is required. Position Type/Expected Hours of Work: The typical workday is eight hours in length. Some flexibility in hours is allowed, with concurrence from the supervisor. The employee must be available during the "core" work hours of 8:00 a.m. to 3:00 p.m. and must account for the hours in a pay period to maintain full-time status. Telework: This is position allows for up to 40% telework. Greater in-office presence will be required during the initial 6 months to allow for ramp-up into the role. Travel: Up to 10% travel may be required to locations including, but not limited to Continental United States, Hawaii, and United Kingdom.
