Job description

Duties Perform independent in-depth reviews of contract service requests, local purchase requests, and contractual actions. Change dollar thresholds, cancels cards and performs annual audit reviews. Analyze changes in procurement regulations, assesses impact on operations. Evaluate and identify trends in contract awards to small business. Provide expert advice on all matters related to the Small Business program and on the feasibility and impact of Small Business plans. Develop and conduct formal training sessions for Cardholders and approving officials. Develop, review, and revise standard operating procedures, policies, and guidance related to procurement. Requirements Conditions of Employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. Two year trial/probationary period may be required. In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter. Must be able to obtain and maintain a TS/SCI security clearance based on a SBI. Must pass the organization's Personnel Reliability Program which includes credit check, drug screening, polygraph and psychological evaluation. Must sign a statement attesting to the understanding of DCIPS provisions as indicated in AR 690-13. Travel may be required up to 10% of the time. Must complete the OGE-450 Confidential Financial Disclosure Report. May be required to work overtime or irregular hours. Must meet Defense Acquisition Workforce Act (DAWIA) requirements applicable to the duties of the position. This is an Acquisition position and requires level II certification within 24 months of employment. Basic Requirement for Procurement Analyst, 1102: Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes 1) performing duties relating to procurement analysis; 2) reviewing, analyzing, making recommendations on purchasing procedures to include the Government Purchase Card. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-12) Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone no substitution of education for experience is permitted. Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
