Program Analyst III Summary/objective: KMS Solutions, LLC is a technical management/solutions company that specializes in engineering, analysis, and cyber security. Founded in 2005, KMS is a certified small business with over a decade and a half of experience supporting the Department of Defense as well as many other departments and programs critical to our Nations security and well-being. This position would directly support to the programmatic and engineering efforts needed to support the Modernization of Non-Propulsion Electronic Systems and related equipment onboard submarines. They would have direct involvement the review, approval and installation planning of modernization of NPES systems that directly affects the readiness and operability of the submarine fleet. They would become a subject matter expert on Non-Propulsion Electronic Systems and would be able to provide insight that will influence key programmatic decisions. Essential functions: Provide Engineering and Technical support services for the oversight, analysis, evaluation, maintenance and review of submarine modernization management and planning documentation.
Coordinate the review, comment adjudication and approval of Justification Cost Form (JCFs), Ship Alteration Record (SARs), Engineering Change Instruction (ECI), Alteration and Improvements (A&Is), Ship Installation Drawings (SIDs), Liaison Action Records (LARs), and Government Furnished Information (GFI) documentation with the TYCOMs, Planning Yards, SUPSHIPs, NAVSEA technical codes and field activities. Maintain modernization documentation including Justification Cost Forms (JCFs), Ship Alteration Records (SARs), Engineering Change Instruction (ECI), Alteration and Improvements (A&Is), Ship Installation Drawings (SIDs), Liaison Action Records (LARs), and Government Furnished Information (GFI) requests in the appropriate data information systems.
Provide In-Service Program Manager weekly metrics and status of all Modernization documentation with NAVSEA for review and approval to support Program Manager and other related reviews. At the direction PM, issue all Modernization documentation for initial NAVSEA technical review and comment. Coordinate the review and assist with resolution of comments between reviews of all Modernization documentation sponsors thru approval. Required education and experience: Bachelor's degree in a technical discipline is required or 5 years or more of relevant experience.
At least 5 years of Navy/NAVSEA/Naval Shipyard experience is required.
Preferred education and experience: Experience with Submarine Non-Propulsion Electronic Systems or Hull, Mechanical, Electrical Systems is highly desired.
Experience with Configuration Management processes.
Competencies: Proficiency in Microsoft Office, specifically, Word, Excel, PowerPoint, and Outlook software.
Excellent verbal and written communication skills, as well as presentation skills.
High comfort level working with and around all military/organizational levels, clients, customers, suppliers, and visitors.
Must be highly reliable and demonstrate personal initiative to operate in a fast-paced environment with changing priorities. Additional eligibility requirements Work authorization/security clearance requirements: Active Secret clearance is required. Position Type/Expected Hours of Work: The typical workday is eight hours in length, normal hours are 7:30 AM-3:30PM. Some flexibility in hours is allowed, with concurrence from the supervisor. The employee must be available during the "core" work hours of 9:00 a.m. to 3:00 p.m. and must account for the hours in a pay period to maintain full-time status. Telework: Telework Allowed up to 40% Three days in office Two days telework, depending on customer requirements. Travel: Up to 10% CONUS travel may be required.
