Job description

Duties Completes data analysis assignment that are accurate and within established time frames and develops portions of draft and final reports following special access program policies and procedures. Defines scope and steps to accomplish the project objective involving major DoD operations within special access programs. Researches applicable laws, directives, regulations, manuals, prior studies and reports to gain knowledge and understanding. Performs complex reviews involving special access programs and develops and applies advanced analytical techniques and evaluative methodology in planning and execution phases. Identifies and interacts with other DoD agencies and activities that have special access program responsibilities or action to accomplish project objectives throughout all phases of the project cycle (planning, execution, reporting). Writes comprehensive repots, presents the results of the analysis of the facts, conclusions and recommendations clearly, concisely and logically and in accordance with milestones and quality standards. Identifies and prepares proposals for new projects to include researching and identifying high- risk areas and topics that address critical issues and priorities to DoD and other stakeholders in the special access program areas. Requirements Conditions of Employment Must be a U.S. Citizen. Position has been designated as Special Sensitive. Incumbent is required to obtain and maintain a Top Secret / Sensitive Compartmented Information security clearance. Males born after 12-31-59 must be registered or exempt from Selective Service (see ). Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with DoD OIG. Current DoD civilian employees are not required to submit to drug testing if moving from one Testing Designated Position (TDP) to another with no break in service, unless deemed appropriate on a case-by-case basis. The incumbent must adhere to the DoD Standards of Conduct. Qualifications Time in Grade: For entry at the GS-11 level, status applicants must have served 52 weeks as a GS-09 or equivalent or higher grade, in the Federal Service. For entry at the GS-12 level, status applicants must have served 52 weeks as a GS-11 or equivalent or higher grade, in the Federal Service. For entry at the GS-13 level, status applicants must have served 52 weeks as a GS-12 or equivalent or higher grade, in the Federal Service. Specialized Experience: At the GS-11, you must have 52 weeks of specialized experience at the GS-09 grade level: Specialized Experience is defined as the ability to develop qualitative and or quantitative methods for the assessment and improvement of program effectiveness, or the identification of needed improvements of complex management processes and systems associated with intelligence and counterintelligence related matters nuclear enterprise or Special Access Programs (SAP). Skills in working out solutions to problems or questions related to the work, writing clear and concise intelligence and special access products, and delivering written and/or verbal presentations to senior level audiences for decision-making purposes. OR Education: A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M if related. OR Combination of Education and Experience: Combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 hours leading to a Ph.D.) At the GS-12, you must have 52 weeks of specialized experience at the GS-11 grade level: Specialized Experience is defined as the ability to develop qualitative and or quantitative methods for the assessment and improvement of program effectiveness, or the identification of needed improvements of complex management processes and systems associated with intelligence and counterintelligence related matters nuclear enterprise or Special Access Programs (SAP). Skills in working out solutions to problems or questions related to the work, writing clear and concise intelligence and special access products, and delivering written and/or verbal presentations to senior level audiences for decision-making purposes. At the GS-13, you must have 52 weeks of specialized experience at the GS-12 grade level: Specialized Experience is defined as the ability to develop qualitative and or quantitative methods for the assessment and improvement of program effectiveness, or the identification of needed improvements of complex management processes and systems associated with intelligence and counterintelligence related matters nuclear enterprise or Special Access Programs (SAP). Skills in working out solutions to problems or questions related to the work, writing clear and concise intelligence and special access products, and delivering written and/or verbal presentations to senior level audiences for decision-making purposes; and quickly assimilating disparate data, rendering knowledgeable and accurate assessments of the implication of such data, and making decisions, estimates, and recommendations under conditions of urgency and pressure. You must meet the minimum qualification requirements as stated in the Office of Personnel Management (OPM) Operating Manual, Qualification Standards for General Schedule Positions: Paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social) is qualifying. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment.
