Job description
We are seeking a Senior Contract Administrator with 8-15 years' experience to perform a full range of contractual responsibilities from proposal development to contract closeout. Perform contract administration and business proposal activities. Manage internal and external customer relationships, analysis, and the communication of contractual risks. Performs ad-hoc research to answer contract specific questions as well as contracts pricing for both estimates-to-complete in accordance with established policies and procedures. Provides day-to-day contracts support to management, business development and finance departments. The individual will be flexible, reliable, proactive, and have excellent time, communication and organizational skills. JB Management, Inc (JBM) is a Service-Disabled Veteran Owned Small Business providing professional support and highly skilled technical services to Department of Defense (DOD) clients worldwide. JBM provides OCONUS logistics services to US Forces deployed to include locations: Iraq, Kuwait and South Korea. Position Responsibilities:
- Perform cradle to grave federal contracts administration with all contract types (FFP, T&M, Cost Reimbursable, IDIQ)
- Participate in proposal activities to include solicitation review, developing internal analysis, completing business proposals to include rates, pricing, basis of estimates, standard forms and narratives.
- Review and negotiate contracts, purchase orders and modifications.
- Draft and review teaming and nondisclosure agreements.
- Develop and maintain baselines, estimates to complete (ETC), and estimates at completion (EAC) on programs.
- Monitor company's performance on contracts assigned on an on-going basis to ensure conformance to original proposal and contractual terms and conditions.
- Analyze significant, and/or unique contract requirements, special provisions, terms and conditions to ensure compliance.
- Record and disseminate information regarding contract modifications, deviations, negotiations and completion or termination.
- Prepare contract briefs, update Costpoint accounting system, contract status, update databases, and maintain electronic contract files.
- Review, prepare and submit closeout packages in accordance with established company policies. Required Experience and Qualifications
- 8-15 years' experience with cradle to grave DOD Federal contracts,
- Cost proposal experience is required.
- Experience preparing price proposals to include rates, pricing, basis of estimates, standard forms and narratives.
- Experience with researching, interpreting, and resolving FAR related contractual issues.
- Ability to draft moderate to complex, contractual correspondence and documentation.
- Knowledge of relevant laws, regulations, terms, conditions, and policies governing assigned contracts, including Federal Acquisition Regulation (FAR), the Department of Defense supplement to the FAR (DFARS).
- Experience with support and compliance during Defense Contract Auditing Agency (DCAA) and Defense Contract Management (DCMA) audits, fact-finding, and prime contract negotiation.
- Proficiency in Microsoft Word and Microsoft Excel and Microsoft Office.
- Strong organizational skill and ability to handle a fluctuating workload and multiple priorities.
- Must be a proven team player with excellent organization, communication, interpersonal skills, and positive can-do work attitude.
- Must be flexible in differing approaches to resolving issues.
- Able to use independent judgment and creativity applied to resolution of contract issues.
- Must be able to interact with all departments and levels of management.
- Highly organized with attention to detail and time management.
- Ability to work independently with minimal supervision. Desired Skills/Abilities:
- Understanding of OCONUS deployed pricing to include Defense Base Act (DBA) Insurance, Post Hardship Differential (PHD)
- Familiarity with GSA Schedules & Sea-Port
- Working knowledge of Costpoint is preferred.
- Ability to apply business finance, marketing and legal aspects of government procurement to the contract administration function. EDUCATION
- Bachelors' degree preferably in Business, Math, Finance or related field.
