Job description
Description: NSI requires a Senior Program Analyst to support a potential contract supporting the Navy International Program Office. The Senior Program Analyst will provide training support to the IPO-290 Royal Saudi Naval Forces (RSNF) Country Program Director for administration, management, and support of training, training policy, and training administration of the RSNF International Military Student. Be responsible for training analytical and modeling activities. Specific CENTCOM and experience in Saudi Arabia working maritime related training issues is highly desired. Interface with the client on a day-to-day basis. Support the completion of specific tasks of a project within estimated timeframes and budget constraints. Strong written communicator. Effective cross-organization collaborator. Review, analyze, and make recommendations regarding training related policy, plans, tools, metrics, and resources used throughout the FMS case life cycle. This requires detailed and specific functional knowledge of the FMS training system. Support formal meetings to include analytical and administrative support. Provide reports in preparation for scheduled and ad-hoc formal events to Navy IPO Executive Leadership for briefings to DSCA, Office of the Under Secretary of Defense for Policy (OSD(P and Secretary of Defense (SecDef). Utilize automated systems to reduce labor-intensive review and analysis processes. Develop various reports and presentations for formal case reviews/meetings. Annotate such efforts in monthly report. Provide assistance with process documentation of various existing security assistance or FMS related processes. Recommend process improvements. Provide advice, analysis, counsel, coordination, and prepare technical papers regarding strategic goals, protocol issues, training meetings and symposiums, and training related conferences. Attend and maintain minutes for FMS enterprise activities and high-level meetings for IPO-290. Location: Washington D.C. Education: BS or BA degree preferred. Allowable Substitution: 5 additional years specialized experience (15 total). Experience: At least 10 Years Specialized Experience in the following high level or highly sensitive areas and assignments such as program analysis and evaluation, project planning and control, high level functional expert in a security assistance or security cooperation field, lead or subject matter expert on large, complex tasks. Must have recent (last two years) direct experience working with DoD officials at the GS-14/15 level. Security Clearance: Secret Clearance is required. Must be a U.S. citizen.
