This position is with the Contracts and Procurement Division supporting corporate subcontracting and purchasing. SPA has an immediate or near term need for a Procurement and Subcontracts professional to support a hybrid position that will spend time both in direct and indirect materials procurement/Government Property and direct subcontracts administration in a Contractor Purchasing System Review (CPSR) environment. Responsibilities Develop compliant and comprehensive Requests for Proposals (RFP) and/or Requests for Quotation (RFQs) in support of multiple Government Solicitations and/or Government Prime Contracts. Develop, negotiate, and administer subcontract agreements in accordance with company policy and Federal Acquisition Regulations (FAR). Develop, negotiate, and expedite purchase orders for short duration services and tangible goods in accordance with company policy and Federal Acquisition Regulations (FAR). Execute all aspects of the acquisition life-cycle from the development of new business to the resultant subcontract agreements of varying levels of dollar value, subcontract type(s), risk, and complexity. Work as an integral team player with the SPA Director of Subcontracts, SPA Contracts Administrators, and Program Managers for contract success. Be responsible for creating and maintaining Contractor Purchasing System Review (CPSR) compliant subcontract and purchase order files. Establish and maintain excellent internal and external customer relations at all levels of the organization, acting as liaison with subcontractors, suppliers and vendors for all proposal and subcontract and purchasing matters. Assist in the receipt and tracking of Government and Contractor acquired Property. Qualifications Required Qualifications: 3 to 5 years of procurement or subcontracts experience Knowledge and understanding of the FAR and DFARS Ability to interface with all levels of management Excellent written and oral communication skills are required Ability to be flexible and work independently or collaboratively in a fast paced environment Proficient in MS Office applications especially Excel, Word and PowerPoint Desired Qualifications: Bachelor's degree in Business or related field Experience with CPSR requirements Experience with supporting proposals for FFP and Cost Reimbursable federal acquisitions Experience working in accounting systems, such as Costpoint Eligibility for a DoD security clearance desired
