Summary This is a public notice flyer to notify applicants of anticipated vacancies in the Naval Acquisition Development Program (NADP) with Office of Naval Research (ONR). Duties You will plan procurement actions to acquire goods, services, or work from an external source. You will negotiate contracts for services and supplies. You will draft contract documents (i.e., cure or show cause notices, contract modifications and administrative documents) based on specific detailed information provided by senior contract specialist/supervisor. You will analyze price or cost data for contract modifications, changes, or deviations to determine necessity and reasonableness. Requirements Conditions of Employment Must be a US Citizen. Must be determined suitable for federal employment. Must participate in the direct deposit pay program. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases. You will be required to sign a mobility agreement to accept relocation to other geographic locations if required by the employer. Qualifications Applicants must meet the following positive education qualifications requirement per the individual, single agency qualification standard for Department of Defense positions: Applicants must possess, or be in possession of before hiring date, a bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. GS-07: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: monitoring contractor requirements and completing required contractor paperwork. Education In lieu of the specialized experience listed above, applicants must meet the following positive education requirements: FOR THE GS-07:
One full academic year of graduate education, law school
OR
Superior Academic Achievement (SAA) through the following method (only one). No more than 10% of academic credit can be based on pass/fail or similar non-traditional grading systems.
2.95 GPA overall or higher or in last 2 years (= or less than 10% Pass/Fail)
3.45 GPA or higher in major or in last 2 years in major (= or less than 10% Pass/Fail)
Upper 1/3 ranking in graduating class (You must submit proof with your application)
National Scholastic Honor Society. Membership in a freshman honor society cannot be used to meet the requirements of this provision.
