Marathon TS is looking for a capable, motivated Development T&E Manager to join a large-scale team to support and deliver project management and acquisition support for the Department of the Air Force (DAF), Administrative Assistant to the Secretary of the Air Force (SAF/AA) Concepts, Development, and Management Office (CDM).
The services described below support CDM acquisition program management. We are seeking a qualified candidate to augment CDM's acquisition program management knowledge and experience requirements to organize and manage resources and personnel to accomplish DAF and CDM acquisition objectives effectively and efficiently IAW with Department of Defense Instruction (DoDI) 5000.02 policies and procedures.
Functional Requirements: The Development T&E Manager Senior shall have experience in test, planning and execution, develop comprehensive test plans and strategies to evaluate the performance, reliability, and safety of defense systems and equipment. Using their Test & Evaluation engineering pedigree, collect and analyze test data to assess the effectiveness, suitability, and interoperability of defense systems, identifying strengths, weaknesses, and areas for improvement. Ensure that all testing activities adhere to relevant laws, regulations, and DoD policies, including safety standards and environmental requirements. Identify potential risks and safety hazards associated with testing activities and work to minimize these risks while maintaining test integrity.
Prepare comprehensive test reports and documentation, highlighting findings, recommendations, and compliance with testing standards and requirements. Collaborate with engineers, program managers, and other stakeholders to facilitate integrated test planning and execution, ensuring alignment with program objectives.
In-depth knowledge and experience in utilizing various test and evaluation methodologies, within the defense industry. Familiarity with specialized test instrumentation and data collection methods for capturing and analyzing critical performance metrics of defense systems and equipment. Understanding of test range operations and protocols, including coordination with range personnel, airspace management, and safety procedures for field tests and evaluations. Knowledge of defense acquisition processes and regulations to ensure that testing and evaluation activities align with acquisition milestones and requirements.
Implement quality assurance measures to maintain the integrity of testing processes and ensure compliance with industry standards, specifications, and contractual requirements. Ability to obtain and maintain the necessary security clearance level to access classified information and participate in sensitive discussions related to defense testing and evaluation. Proficiency in utilizing specialized test data management systems to store, retrieve, and analyze testing data, ensuring accurate and secure data management. Understanding of the technical aspects of defense systems and equipment being tested, including familiarity with relevant military standards, specifications, and performance criteria.
The Development Test & Evaluation Manager candidate will work closely with the T&E engineers to lend process expertise, deliverables fidelity, and quality assurance to the following tasks:
The Candidate shall have T&E engineering experience and will be required to direct, manage, evaluate and correct at a minimum the following tasks:
Act as Government test witness as needed and develop test reports for government run test.
Track test schedule, requirements traceability documentation, any dependencies, resources, or limitations of entrance criteria going into test.
Coordinate, track and support configuration management and documentation with respect to the System Under Test (SUT). Coordinate with the Program Managers (PMs) and Engineers (ENs) as needed (i.e., schedule, test events, roadblocks, requirement changes, daily scrums, scrum of scrums, program increment planning, etc.) Coordinate with external organizations and mission partners for interoperability, developmental, and operational test activities as needed.
Provide guidance to the development team as annotated in governing documentation.
Identify roadblocks, risks, issues, and conflicts and assist with resolutions.
Support or host weekly/daily meetings and produce appropriate meeting notes and meeting minutes with action items annotated. Support test activities at lab or operational sites worldwide, as needed. Support the collaboration with development teams (i.e., NZTC and MISI) with respect to sharing lessons learned, updated test plans, vulnerabilities, bugs, etc.
Review and update test documentation related to testing of capabilities to include but not limited to Test Plans, Test Procedures, TES/TEMPs, Charters, and additional engineering documents as necessary.
Follow, determine interrelationship, and applicability of the governing DODI, AFI, AFMAN, OI, TO, TCTO, TES/TEMP, FMN, and other guiding documents to the capability.
Testing Environments: The candidate shall be able to supervise engineers to test locally at government or contractor facilities. When needed, the candidate may need to travel in CONUS and OCONUS to support this task. This includes both classified and unclassified facilities and meet the security and clearance requirements to meet this task.
Test Support and Execution: The Candidate will supervise execution and assess / guide correction of related T&E products as required pursuant to the following tasks for the testing environments:
Provide on premise and remote access support. Perform integration and acceptance test in conjunction with development team as needed. Perform interoperability test with mission partners team as needed. Perform testing of unclassified software and/or scripts. Perform exploratory test and comparative assessments of similar products.
Review Commercial Off-The-Shelf (COTS) products in a relevant environment. Review known defects/issues (Bugs, Test Problem Reports, and Deficiency Reports).
Obtain access to the lab environment
Red-line Test Documentation related to testing of capabilities to include but not limited to Test Plans, Test Procedures, Test Reports, TES/TEMPs, Charters, and additional engineering documents, as necessary.
Develop Daily Situation Reports (SITREPs) during test events. Develop automated test scripts for currently manual test scripts.
Document new defects/issues found during testing in the daily situation report and the tracking system of record (i.e., Jira).
Participate in daily hot washes during test events.
Approve demo scripts/test reports for Government witnessed events.
Execute manual hands-on "break it testing.
