Position Overview: Edgesource is seeking a Senior Program Manager who will serve as the linchpin for the successful execution of all work carried out under this for the Department of Homeland Security, Cybersecurity and Infrastructure Security Agency, Stakeholder Engagement Division (DHS CISA SED). This crucial role necessitates a highly experienced Program Manager who will contribute subject matter expertise, program management acumen, program analysis and reporting skills, meticulous documentation capabilities, and strategic planning prowess to meet the task order's requirements. The person in this position will act as the primary point of contact for the Contracting Officer (CO) and the Contracting Officer's Representative (COR) and holds the designation of Key by the Government. In the absence of the Senior Program Manager, one designated alternate subject matter expert will wield full authority to represent the Contractor concerning all matters related to the contract. This position can offer a hybrid work schedule with 3 days per week being performed onsite at the client facility in Arlington, VA. Key Responsibilities: Subject Matter Expertise: Provide specialized subject matter expertise relevant to the SED Stakeholder Management Support Services task order. Program Management: Assume full accountability for the management of all aspects of the program, ensuring effective execution, strict adherence to the SOW, and adherence to established timelines and budgets. Program Analysis and Reporting: Conduct comprehensive program analysis, evaluation, and furnish recommendations for enhancement, optimization, development, and maintenance initiatives pertaining to client-specific or mission-critical challenges and issues. Documentation: Maintain meticulous records and documentation relating to program activities, milestones, and deliverables. Strategic Planning: Collaborate closely with clients to define needs and problems, oversee studies, and lead surveys to gather and analyze data, offering strategic counsel and presenting solution recommendations. Single Point of Contact: Act as the primary liaison between the Contractor, Contracting Officer, COR, and other key stakeholders. Communication: Maintain availability via telephone between 0830 and 1700 EST, Monday through Friday, and respond promptly, within 4 hours of notification, to requests for discussions or resolutions of technical problems. Required Qualifications: Possess an active Top Secret security clearance 10+ years of extensive program management experience Master's degree in a relevant field PMP certified DHS management experience Demonstrated proficiency in providing strategic advice and technical guidance Strong analytical skills and the ability to recommend effective solutions Proficiency in contract cost forecasting and financial oversight Strategic thinking and technical leadership abilities Proficiency in English encompassing reading, writing, speaking, and comprehension Desired Qualifications (NOT REQUIRED): DHS CISA specific work experience Possess an active Top Secret security clearance with SCI eligibility Working at Edgesource: As an ISO 9001:2015 certified and CMMI Level 3 appraised small business, Edgesource specializes in providing a variety of technical solutions to include software development, database services, enterprise networking, data center virtualization, and management support.
