Job Number: R Fire and Emergency Services Specialist
The Opportunity: Our federal client is planning and executing actions to cease using aqueous film forming foam ( AFFF ) . This position will provide policy and program oversight support for the federal client's efforts to procure and transition to the new fluorine-free firefighting ( F3 ) products, including ensuring that the removal of AFFF and the implementation of the new F3 products has minimal impact to mission operations, and the department can ensure continued protectiveness of life and property during the transition. To ensure a successful transition, this position would support updating and communicating about the client's comprehensive AFFF replacement plans, researching and monitoring F3- related research, demonstration, and validation projects, coordinating the appropriate and timely disposal of AFFF, and implementing policy that guides the training requirements for the new F3 products. As the AFFF Fire and Emergency Services ( FES ) Spe cia list on our team, you will be responsible for assisting the Federal client with implementing and overseeing its transition from AFFF to the new F3 products. This position requires using your professional knowledge and expertise about a wide variety of fire and emergency response related regulations such as National Fire Protection Asso cia tion ( NFPA ) codes and standards, policies , procedures, and te chn ologies affecting Federal agency activities and operations to support the development and implementation of AFFF transition policies and guidance, and helping the client make informed decisions. You'll research issues related to FES program activities, F3 formulations, PFAS extraction and destruction te chn iques, and alternatives for assets and equipment, and communicate about those issues professionally and effectively both verbally and in writing. You'll prepare briefings, presentations, and decision memoranda in support of senior management decisions. You'll track, monitor, and collect data about the progress of multiple, complex, ongoing projects related to F3 resources and AFFF transition, prepare analyses, and present findings verbally and in writing to the internal team, client, Congress, and the public. You'll manage logistics related to meetings, te chn ical exchanges, working groups, and webinars. Additionally, you will help with a wide variety of communications and outreach tasks asso cia ted with executing the Federal client's transition from AFFF to F3 products, including facilitating communications among a diverse set of internal and external stakeholders, drafting outreach and communication documents, and managing outreach efforts on behalf of clients' AFFF transition program. You'll work independently and as part of a team, manage high-priority and quick-turn assignments, and adapt to new and changing client priorities. You Have: Experience collecting, compiling, analyzing, and managing large quantitative and qualitative data sets
Experience using Micro sof t Office applications, including Word, Excel, PowerPoint, and SharePoint
Knowledge of fire protection and FES, including policies , guidance, and regulations such as NFPA Codes and Standards, FES operation and incident response, and Interagency fire and emergency response operations
Ability to work independently and as part of a team on multiple priority projects, manage time effectively, and demonstrate adaptability in resp ond ing to multiple priorities and conflicting deadlines
Ability to lead and facilitate meetings, brief senior leadership, and tailor verbal and written communications to effectively meet objectives based on the audience
Ability to pay attention to detail to efficiently achieve thoroughness and accuracy when accomplishing tasks
Ability to obtain a Secret clearance Bachelor's degree in Fire Services Administration, Fire Services Management, Emergency Services, Emergency Management, or Fire Science and 7+ years of experience with fire and emergency response, or Master's degree in Fire Services Administration, Fire Services Management, Emergency Services, Emergency Management, or Fire Science and 5+ years of experience with fire and emergency response, or 12+ years of experience with fire and emergency response in lieu of a degree Nice If You Have: Experience with the application of firefighting foams in real-world emergency response, c ond ucting training events with firefighting foams, and working in or supporting the Department of Defense, Incident Command System, and all hazards incident response
Experience with FES administration, studies, and analyses of new and emerging emergency response issues, challenges, and concerns
Experience with the DoD Instruction ( DoDI ) 6055.06: DoD FES Program and DoDI 6055.17: DoD Emergency Management Program
Experience with DoD FES personnel issues and advocacy
Experience preparing communication and outreach documents such as te chn ical reports, whitepapers, executive summaries, briefs, meeting minutes, and presentations
Experience drafting or reviewing a wide array of program communications, including fact sheets, emails, briefing materials, web postings, and other written communications
Experience facilitating meetings and hosting webinars
Experience preparing content for and updating government websites
Knowledge of leadership in interagency and interdisciplinary emergency response, collaborative e nga gement with federal and state agencies and other stakeholders on emergency issues, and communications and outreach efforts and products Clearance: Applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to classified information . Salary at Booz Allen is determined by various factors, including but not limited to location, the individual's particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $60,400.00 to $137,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of Booz Allen's total compensation package for employees.
