Job description
Duties CISA works with government and industry to identify, analyze, prioritize, and manage the most significant strategic risks to the nation's critical infrastructure. Through the National Risk Management Center (NRMC), CISA identifies and supports risk reduction activities by securing strategic analytical value in support of the American people. The NRMC was established in 2018 to serve as the Nation's center for critical infrastructure risk analysis. NRMC supports CISA leadership and operations; Federal partners; State, local, tribal, territorial partners; and the broader critical infrastructure community. It is through collaboration with these partners that CISA can identify the most significant risks to the nation and coordinate risk reduction activities to ensure critical infrastructure is secure and resilient both now and into the future. NRMC is dedicated to anticipating and evaluating emerging risks and using those insights to develop timely and actionable risk management advice to help mitigate national-level risks to critical infrastructure. The Strategic Foresight Subdivision leads our efforts to inform NRMC and CISA operational planning and to identify priority risk management topics to reduce the risk of strategic surprise. The Strategic Foresight Subdivision leads our efforts to forecast potential risks, develop mitigation strategies, and accelerate research to enhance the resilience of our critical infrastructure. These activities enable the critical infrastructure community to confront potential risks before they become real-world incidents. Duties/Responsibilities Supports anticipatory risk analysis efforts across all sixteen critical infrastructure sectors to identify and prepare for potential future risks, both those that are obvious and likely and the unlikely or unforeseen. Leads concept development to provide innovative operational approaches to risk-specific future challenges or opportunities such as artificial intelligence, synthetic biology, and other emerging risk areas. Consults with stakeholders and customers to identify the appropriate data, methodological approach, and design. Evaluates risk management policies, practices and capabilities to ensure applicability and completeness to address potential future risks. Provides technical advice in the development and analysis of pilot initiatives and applications and makes recommendations to management on the risks of emerging technology. Participates in cross-functional teams to understand the development, implementation, and oversight of new technologies and impacts on critical infrastructure security and resilience. Implements, tracks, and monitors large scale and extremely complex and multi-dimensional data analysis projects and their associated requirements and risks. Directs internal and external processes or system reviews, studies, projects, and data validation efforts, which provide a means for evaluating the performance of risk mitigation activities and identifying new and potential unforeseen threats and vulnerabilities. Qualifications Qualifications required: Examples of specialized experience include leading efforts to resolve complex data management issues; researching, reviewing, and providing recommendations related to data and AI technology systems; overseeing large, complex multi-dimensional data analysis projects; interpreting extremely large and unstructured data sets utilizing advanced scientific, mathematical, and statistical principles and theories to provide organizational leadership with objective information, and assessing and advising on the benefits of implementing artificial intelligence to improve overall operations.
