Job description

Duties Researches and writes historical books, monographs, studies, articles, and background papers Serves as the principal advisor to the Director, AF/HO, on all aspects of the Air Force History and Museums Policies and Programs publications and history publication awards, ensuring that historical writing complies with legal and regulatory requirements and meets customer needs Maintains liaison with counterparts in history programs in the other military services, other US government agencies, appropriate foreign government agencies, and the civilian academic community Requirements Conditions of Employment U.S. Citizenship Required Males must be registered for Selective Service, see If authorized, PCS will be paid IAW JTR and AF Regulations. More information on PCS requirements, may be found at: This position is subject to provisions of the DoD Priority Placement Program Disclosure of Political Appointments Relocation Incentive is authorized for this position The employee must be able to obtain and maintain a Top Secret security clearance Work may occasionally require travel away from the normal duty station on military and commercial aircraft Travel between the Pentagon and Joint Base Anacostia-Bolling is required The employee may be required to work extended hours or uncommon tours of duty An M.A. or Ph.D. in history or a closely related discipline is desirable This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Testing Program. Illegal drug use by employees in sensitive positions present a clear threat to (cont'd below) (cont'd from above) the mission of the Air Force, National Security, and public safety. It is required that you: (a) refrain from the use of illegal drugs, and (b) if requested, submit to urinalysis testing. (cont'd below) (cont'd from above) This is a TDP and requires periodic drug test screening and/or screening prior to employment. This is a centrally managed position within the Air Force History and Museums Program (AFHMP) with a positive education requirement. Relocation expenses are authorized and this position qualifies for DNRP. Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, History Series 0170 + IOR. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Degree: a degree (Bachelor or higher) in history; or related field that included at least 18 semester hours in history. Note: Graduate study in the social sciences or humanities may also be credited when such study included training in historical research methodology; or the thesis approached the subject from an historical viewpoint and used professional historical research methodology and techniques in its preparation. OR Combination of education and experience: courses equivalent to a major in history, or a major in a related field that included at least 18 semester hours in history, as described above, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes mastery knowledge of the principles and methods of historical research and writing to prepare books, monographs, articles, and other historical products which significantly interpret or develop historical facts concerning important Air Force programs; Mastery of major elements of Air Force history such as aviation, aerospace, air power, and/or military history. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of concepts, principles, and practices relating to aerospace and related military history. Knowledge of basic military and civilian administrative, manpower, personnel, and planning procedures. Ability to deal affably with military officers, government officials, colleagues, and members of the public. Ability to plan, organize, and direct the office functions, and mentor, motivate, and appraise the office staff. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. Ability to communicate both orally and in writing. Ability to work constantly under high pressure and imminent deadlines. Demonstrated experience as a manager in a history program or its equivalent. Advanced degree in history is required. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
