Position Overview QinetiQ US is looking for a human capital/personnel management expert to support a senior Defense organization in the Pentagon. The ideal candidate is an energetic, self-motivated professional who can take ownership of their assigned tasks and projects to deliver high-quality results on time or ahead of schedule, and is capable of working alone or as part of a team. Responsibilities This position provides Human Capital support to manage, track, analyze, review, and process personnel and manpower transactions including, but not limited to: Requests for Personnel Action Military manpower actions Internal OUSDP personnel vacancy announcements Civil service and military awards Reorganizations and internal functional transfers Management-directed reassignments Position descriptions Position designation records Memorandums of Understanding or Agreement Superior qualifications justification memorandums Voluntary Early Retirement Authority/Voluntary Early Separation Incentive Payments (VERA/VSIP) Talent management activities Recruitment actions Specific duties include: Managing, tracking, and communicating performance management functions to personnel, including process timelines, performance management policies, procedures, and related manpower and personnel functions to include onboarding functions for new personnel. Managing the performance award budget and the Senior Executive Service (SES) pay pool and their distribution among components and individuals. Tracking, assessing, and providing reports on human capital and personnel management guidance and regulations from the Office of Personnel Management and Washington Headquarters Services, e.g., recruiting procedures and regulations, employee career development, Equal Employment Opportunity (EEO), and employee benefits. Collecting, analyzing and managing data to support human capital and personnel-related decision making by identifying personnel-related trends, identifying potential improvements to human capital processes and management, developing practicable ways to implement those improvements, refining creative solutions to human capital issues, quantifying outcomes, and developing strategic communication plans for conveying information to the workforce. Managing, tracking, analyzing, reviewing, and processing personnel and manpower transactions for each component (e.g., requests for Personnel Action, vacancy announcements, internal functional transfers, etc.). Managing, tracking, analyzing, reviewing, and processing of personnel and manpower transactions related to Details (temporary personnel). Managing, tracking, and communicating process timelines, policies, procedures, and related personnel functions with regard to civil service and military awards. Collecting, analyzing, managing manpower data to support human capital and personnel-related decision making including identifying personnel-related trends and identifying potential improvements to processes. Providing administrative management of critical Career Development Board (CDB) functions (e.g., Leadership Cadre interviews, Promotion interviews, meeting minutes, etc.). Required Qualifications Bachelor's Degree A minimum of six (6) years of recent and relevant experience in human capital or personnel management supporting DoD Top Secret Clearance required; Must be able to obtain/maintain TS/SCI Direct experience managing, tracking, and communicating process timelines, policies, procedures, and related personnel functions with regard to civil service and military awards. Must possess excellent written and oral communication skills.
