Job description

Duties In this position, you will serve as a/an Physical Scientist, General Engineer, or Economist. Typical work assignments include, but are not limited to: Develops multi-disciplinary solutions to complex problems relating to the security and resilience of critical infrastructure systems. Applies expert technical and professional knowledge of subject matter areas, such as engineering, natural or social sciences, physical science, or economics, to the analysis of systemic risks to critical infrastructure, including interdependencies and dependencies. Provides leadership and direction to guide the development of alternative futures to identify national-level opportunities for anticipatory risk management by coordinating economic, engineering or scientific projects and programs which gather, analyze, and synthesize program focused information to produce novel insights. Develops concepts in coordination with others (e.g. federal, SLTT, professional associations, stakeholders, etc.) to study and research issues in support of risk management and strategic foresight products and capabilities. Maintains awareness and keeps abreast of policy changes impacting major initiatives to ensure futures and strategic foresight scenarios consider evolving conditions. You must be able to obtain and maintain a security clearance suitable for Federal employment as determined by a background investigation. This may include a credit check, a review of financial issues, as well as certain criminal offenses and illegal use or possession of drugs. One-year probationary period may be required. This position may be designated as essential personnel. Essential personnel must be able to serve during continuity of operation events without regard to declarations of liberal leave or government closures due to weather, protests, and acts of terrorism or lack of funding. Failure to report for or remain in this position may result in disciplinary or adverse action in accordance with applicable laws, rules, and regulations (5 U.S.C. and 5 CFR Part 752, as applicable). This position has been identified as a drug testing designated position (TDP) for purposes of the CISA's Drug-Free Workplace Program. All applicants tentatively selected for this position will be required to submit to a drug test to screen for illicit/illegal drug use prior to receiving a final offer of employment. A final offer of employment is contingent upon a negative drug test result. After appointment, you may be subject to periodic random drug testing. To be considered minimally qualified for this position, you must demonstrate that you have the required education and/or experience for the respective grade level in which you are applying. Applicants must demonstrate that they meet the Basic Requirements AND Minimum Qualification requirements as listed below. BASIC REQUIREMENTS: Economist (0110) A. Degree: Bachelor's degree (or higher degree) in economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus. OR B. Combination of education and experience: courses equivalent to a major in economics, as shown above, plus appropriate experience or additional education. General Engineer (0801) A. Degree: Engineering. To be acceptable, the program must:(1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. Combination of education and experience: college-level education, training, and/or technical experience demonstrated by Professional registration or licensure Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. OR C. Combination of education and experience: college-level education, training, and/or technical experience demonstrated by Written Test Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. OR D. Combination of education and experience: college-level education, training, and/or technical experience demonstrated by Specified academic courses Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.ORE. Combination of education and experience college-level education, training, and/or technical experience demonstrated by Related curriculum Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.) Physical Scientist (1301) A. Degree: Bachelor's degree (or higher degree) in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR B. Combination of education and experience: courses equivalent to one of the majors shown above, that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education IN ADDITION TO MEETING THE BASIC REQUIREMENTS ABOVE, YOU MUST ALSO MEET THE FOLLOWING MINIMUM QUALIFICATIONS: You qualify for the GS-15 grade level, if you have: EXPERIENCE: At least one (1) year of specialized experience at the GS-14 grade level (or equivalent) performing the following duties: Applying technical expertise to lead the development of novel approaches to future risk identification using quantitative and qualitative methods and techniques. Guiding the transformation of technical information/data into actionable policy and planning guidance for anticipatory risk management for cyber, physical, and cyber-physical systems. Applying expert knowledge of methods for identifying emerging technologies and the associated potential shifts in the strategic operating environment to inform resource prioritization. Leading collaboration with public and private sector partners to develop insights into national-level risks to critical infrastructure systems. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. All qualification requirements must be met by the closing date of this announcement.
