SPA's Sea Land Air (SLA) Division supports a diverse portfolio of national security government clients, including the Undersea Enterprise, the Navy Surface Community, the Navy MPTE Enterprise, the Air Force, Army, DoD Agencies, DARPA, international clients including the Canadian Navy and Australian Defence Force. Our primary objective is to provide timely, objective and analytic assessments that integrate the policy, operational, technical, programmatic and acquisition aspects of our clients' challenges. Leveraging both in-domain and cross-domain expertise to maximize our clients' success, SLA Division acts as trusted agents to senior decision-makers and key leaders and excels at providing data driven analytic insights, systems engineering, strategies and plans that address current and emerging challenges to national security. Our group, the Naval Surface Warfare Group, supports the Surface community and components of the United States Navy by providing program management, requirements management, force development, and readiness support in Washington DC and the Fleet concentration areas. We provide timely, objective, analytic assessments, strategic planning, and expert operational, technical, and acquisition support to the Maritime communities, and related agencies, allies, and partners. We are trusted agents of the senior and operational leadership in the Fleet, OPNAV, NAVSEA, and the Royal Canadian and Royal Australian Navies. We play key roles in providing insights and strategies to address current and emerging challenges to national security and have tremendous impact on our client's success in solving their most important issues. SPA has an immediate need for a junior Program/Financial Analyst to support OPNAV N100 in N1 POM Programming Analysis. Responsibilities Support resource programming cost-benefit analysis, forecasting, and financial analysis for Deputy Chief of Naval Operations for Personnel, Manpower, and Training (PMT) (OPNAV N1) portfolio totaling $19.1B. Perform manpower costing, financial modeling, and capital and investment analysis and resource planning. Support customers in the maintenance of financial databases. Develop and employ analytical tools for evaluating the degree to which the client's programs serve higher-level priorities and meet resourcing requirements. Work with program claimants to build a logical, defendable, guidance-compliant and risk adjusted annual program submission. Track multiple programs and issues and have frequent interaction with subordinate staffs and commands, members of the N1 staff and other OPNAV staff codes to provide cross-functional recommendations for resourcing decisions. Develop status reports, perform program risk assessments and use financial management tools. Develop and offer frequent revision of data displays, impact statements, briefing slides and justification papers, often on a short suspense time-line. Prepare and present executive level products as needed. Will be required to successfully complete courses on the Navy's Planning, Programming, Budgeting and Execution (PPBE) System, PBIS database, and Action Officer Training. Qualifications Required: Bachelor's degree in Mathematics, Business, Physical/Applied Science, or management disciplines such as Business Administration, Accounting, Finance, Economics, etc. 2 - 5 years of relevant work experience, particularly in the areas of finance, accounting, programming and/or systems analysis, POM Strong analytical skills, critical thinking, and computer skills to include experience with databases and the ability to quickly learn Navy financial planning/tracking databases Must be able to investigate and resolve issues, develop and recommend a course of action, and present the recommendation to decision makers. Must be able to act independently with a minimum of supervision and guidance SECRET Clearance, and the ability to maintain it throughout employment Desired: Knowledge of the Planning, Programming, Budgeting, and Execution (PPBE) process to allocate resources within the Department of Defense
