Job description

Duties You will serve as a technical expert in the analysis, negotiation, and award of research and development grants. You will meet with scientific and technical program office representatives to review and discuss pending and potential grants and awards proposals. You will review procurement request packages, including the prospective grantee's proposal, statement of work, budget, and financial documentation for completeness. You will analyze proposals, establish and verify cost and price conditions, determine the existence of special situations and establish the government's negotiating position. You will conduct negotiations with grantee organizations to establish the need for any special terms and conditions and to resolve any problems identified in the review and analysis of the grant proposal. You will provide support to other Division personnel in the modification and administration of contracts managed within the organization. You will research and document issues and provide recommendations to higher level acquisition and assistance staff for their action. You will provide support within the Contract and Grant Awards Division on special project efforts of a one-time or recurring nature. You will input data into a variety of automated systems, updating standard documentation, responding to special inquiries or requests for information. Requirements Conditions of Employment Must be a US Citizen. Must be determined suitable for federal employment. Must participate in the direct deposit pay program. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. Qualifications Your resume must demonstrate one year of specialized experience equivalent to the next lower grade level (GS-13) or pay band (NO-04) in the federal service or equivalent experience in the private or public sector performing most or all of the following duties: 1) Utilizing contract/grant administration principles, policies, regulations and procedures to sufficiently review, analyze and evaluate proposals; 2) Negotiating the terms and conditions of research and development grants; 3) Providing assistance to technical personnel by reviewing procurement request packages for completeness and compliance with applicable policies and regulations; 4) Researching issues related to contract/grant administration, and documenting them to provide recommendations to higher level acquisition and assistance staff; and 5) Preparing necessary grant and supporting documentation for proposals.
