Job description

Kearney & Company is seeking a Planning, Programming, Budget, and Execution (PPBE) SME to join the team! The successful candidate will join a cross-functional team that applies federal budgeting practices to support OUSD(C)s's annual submission of the President's Budget, delivery of multi-media presentations, support of contingency reporting using Advancing Analytics, and other special projects in support of the Departments' budgeting process. Responsibilities: Manage task/project plan: prioritize activities, meet established deadlines, work closely with the client and contractor team, seek out and provide value-added services Drive improvements to achieve engagement goals Work closely with the client and contract team and serve as the primary client-facing point of contact for Kearney Manage project budget and forecasts, including vacation and work schedules Lead requirement discovery meetings; develop current and future state business process diagrams; author and maintain requirements Traceability Matrix Evaluate PPBE processes, anticipate requirements, uncover areas for improvement, develop and implement solutions Identify and implement PPBE data quality improvements Author and review system use cases and implementation of training material Become a technical expert in a Kearney core service offering Qualifications Required Qualifications: Willing to work onsite at the Pentagon daily Minimum 3 years of relevant experience BA/BS/BBA degree from an accredited college/university Must be highly proficient in using Microsoft Office Suite to include publishing books using Word, working on formulas and pivot tables in Excel, developing PowerPoint presentations for senior leadership, and managing SharePoint Must have excellent analytical and problem-solving skills Must have the ability to quickly understand both business and technical concepts Must have extensive experience in translating business requirements into technical requirements to provide solutions and recommendations to the Government Excellent writing skills and ability to quickly deliver quality written products in constrained time periods Must also have outstanding communication skills to effectively collaborate with various stakeholders across DoD Must have experience in managing customer expectations and working directly with customers on various ad hoc requests Must have the ability to multi-task across multiple projects Must possess a Secret clearance Preferred Qualifications: Military Department Headquarters PPBE experience with concentration on Program and Budget or Requirements Management Knowledge of Comptroller Information System (CIS) and Next Generation Resource Management System (NGRMS) Experience using Advancing Analytics (ADVANA) and other state-of-the-art software analytics Proficiency with M365 tools such as SharePoint, Lists, and Power BI Proficiency with multi-media development applications Proficiency with accounting reports such as AR(M) 1002, AR(M) 725 and SF 133 Relevant Component(s) experience Relevant Federal Agency(ies) experience with OMB and/or Congressional experience highly preferred Program management experience demonstrating the ability to collaborate and deliver contractual services in a high op-tempo environment, coordinating between multi-disciplined functions of internal and external organizations. This range is representative of base pay only and does not include straight time pay for hours worked over 40 per week, company contributions towards paid benefits, and/or bonuses. Actual compensation (meeting or exceeding the range) will be determined based on specific experience, education, work location, clearance level, and other factors permitted by law. This position is eligible for bonuses (when applicable).
