Job description
OBO/PRE/OSP/LRP has a requirement for full-time consulting and support services of a Real Property Strategist. As a Real Property Strategist, the contractor supports a full range of analytical and evaluative work at the maximum level of complexity in support of the Office's overall functional management/program analysis, data collection and planning activities related to the Bureau's real property portfolio maintenance and management. In furtherance of these responsibilities, the contractor, under the supervision of the Division Director, performs tasks and assignments that typically include, but are not necessarily limited to, the following: Responsibilities: • Provides advice and assistance to all levels of PRE and OBO senior management on a full range of capital and non-capital facility planning and policy development activities.
• Supports the Bureau's capital and non-capital prioritization and planning programs by continuously improving and/or developing business processes and analytical tools that streamline data collection, improve reporting methods, and increase the flexibility and transparency of planning efforts.
• Contributes expert technical, analytical, and strategic planning skills to planning activities within the Bureau for both capital and non-capital projects to include collecting asset performance data, data analysis and scoring, developing multi-year schedules, and tracking project status and cost.
• Supports the Bureau's transition to a new Integrated Workplace Management System (IWMS) by coordinating with various technical experts to develop business processes and standardized data catalogs related to the Real Property and Space Modules in Archibus.
• Supports the modernization of existing programs and deliverables by identifying and providing solutions for existing duplicative efforts, inefficient processes and/or expiring
• Performs other related tasks as assigned • Establishes and maintains effective work relationships at various levels within the Office; and
• Demonstrates interpersonal skills in presenting analysis Qualifications:
• Required to be a United States
• Experience managing and planning activities related to a large real property portfolio, to include data collection, project planning and scheduling.
• Experience working within an IWMS real property and/or space management
• Knowledge of program and project planning processes as they relate to facilities that demonstrates proficiency in the management of planning, design and construction of high- dollar-value programs and projects, including large and complex commercial, industrial, and/or public works structures and facilities in the United States and overseas.
• Advanced experience in Agile framework, process planning, requirement analysis and prioritization and establishing the qualitative and quantitative metrics for project
• Understanding and demonstrated use of data visualization and analysis tools like PowerBi or
• General understanding of Building Information Modeling (BIM), REVIT and AutoCAD systems as they relate to facility planning.
• Knowledge of the sequence and timing of program events and milestones, and methods of evaluating the value of program accomplishments.
• Skill in the planning, organizing, and directing of team study work and in negotiating effectively with management to accept and implement recommendations where proposals involve substantial Department resources, require extensive changes in established procedures, or may conflict with the desires of the activity studied.
• Highly developed oral, graphic, and written communications skills to confer with and advise employees, other contractors, and officials throughout OBO on assigned projects; articulate and defend recommendations and decisions in a professional manner; produce coherent, well-crafted, and technically accurate reports, policy recommendations, and guidelines
