Job description
Overview LMI is seeking an SAP Cost Management/Spending Chain (CM/SC) SME. This position can be supported remotely. This position requires an active Secret Clearance, for which you must be a US Citizen. Responsibilities D etermines requirements, establishes priorities, and certifies task completion work with the GFEBS systems integrator, Resource Services Washington and DFAS business process team during the implementation, sustainment, and post deployment of the GFEBS solution. Assists in defining Cost Management and Spending Chain process operations and operational steps to be executed by users of the solution s. Determines the impact of new business processes on existing organizational structures, recommends critical changes to optimize operations within new systems, as well as works policy changes associated with business process reengineering (BPR) activities . Defines, documents, and manages the results of BPR efforts and recommends a course of action consistent with financial management policies, objectives and regulations. Ev aluates the impact of new or proposed policies on financial business processes, providing alternatives and proposals as needed. Analysis focuses on the impacts of the full range of financial management functions and operations specifically, Cost Management and Spending Chain . Interprets policy and ensures financial policy compliance; works with functional community and sustainment integrator to support the funding flow proce ss under GFEBS. R eviews functional specifications for Reports, Interfaces, and Conversions requirements in support of the GFEBS operation and mission. Assists in developing performance measures, cost benefit, and business cases analyses to determine required requirements. C oordinates with senior leaders and support activities to provide expert advice and guidance to decision makers on business process reengineering initiatives. Keeps leadership informed of current developments in the financial field as it pertains to GFEBS by attending and participating in meetings and through correspondence with counterparts and users of GFEBS in other organizations. Represents the Program at management meetings and conferences and in the development of policies, standards, and procedures for financial management business processes related to GFEBS. Qualifications 7+ years of experience working with DOD, Army, and DFAS directives, finance regulations, financial management and operating procedures and related accounting and finance systems to facilitate the assessment, evaluation and review of financial management systems, particularly, General Fund Enterprise Business System (GFEBS). Bachelors Degree Over 5+ years of experience with SAP CM/SE modules 7+ years of experience working with US Army financial processes Exceptional knowledge of the mission, organization, and objectives of the assigned GFEBS program to provide expert policy interpretation and direction regarding a wide range of systems' management functions. Specialized knowledge of financial systems' management theories, practices, methods, and techniques to lead and implement business processes improvements into current financial management processes, policy and procedures in support of the GFEBS project. Expert knowledge of GFEBS functional requirements and skill in the use of management systems and automated tools in order to provide real-time analysis and properly assess and resolve complicated user operating problems. Detailed knowledge of existing financial management systems that directly support GFEBS accounting operations and/or interface with accounting systems in order to define user roles and develop meaningful advice, guidance, and training. Skill in the expert application of concepts and methodologies of financial management systems assessment to analyze GFEBS financial program characteristics and customer operational requirements. Comprehensive knowledge to perform necessary research and analysis of new directives and regulations in order to expertly assess their impact on current and planned GFEBS operations and provide appropriate recommendations. Mastery of GFEBS functions to understand appropriate measures of program effectiveness and efficiency and propose ways to optimize operations. Expertise sufficient to organize, present, discuss complex program issues, findings, and make detailed recommendations in an appropriate manner with all levels of communicators. Excellent skill to effectively communicate both orally and in writing to provide clear, comprehensive advice, guidance, and assistance, present detailed reports and findings, and provide suitable recommendations to promote the overall improvement of the economy, efficiency, and effectiveness of GFEBS operations in a professional manner. Experience working in SAFe 6.0 Agile environment preferred. Must have a active Secret clearance. Note only US Citizens may obtain a Secret clearance. Target salary range: $160,000 - $165,000 . Final compensation will be determined by a variety of factors including but not limited to your skills, experience, education, and/or certifications. The salary range displayed represents the typical salary range for this position and is not a guarantee of compensation.
