Job description
Description Position Overview The Science & Technology (S&T) Protection Analyst provides program protection support to DoD acquisition, science & technology, RDT&E, and prototyping programs. The S&T Protection Analyst is responsible for development of critical program protection strategies for existing and new DARPA programs, including analysis, product development, and other activities designed to ensure comprehensive, consistent protection strategies are incorporated into the planning and execution of technology programs across the DARPA enterprise. The S&T Protection Analyst serves as a key resource supporting the Security & Intelligence Directorate leadership through engagement with Program Security staff, Program Managers, and key stakeholders among DARPA transition partners and industrial performer base. The primary duties of the S&T Protection Analyst include, but are not limited to: Articulate, create, develop, coordinate, and manage program protection strategies to support DARPA Programs in technology thrust areas including but not limited to: Aeronautics systems Armaments and energetic materials Biological and chemical systems Directed and kinetic energy systems Electronics Ground systems Guidance, navigation and vehicle control Information Operations Cyber warfare Manufacturing and fabrication Maritime systems Materials Nano and Micro technologies Nuclear systems Power systems Sensors and lasers Signature control (LO / CLO / VLO) Space systems / Space Control Weapons effects and Countermeasures Position, Navigation, and Timing Work closely with Technical Office PMs, their SETA staffs, PSOs, PSRs and external mission partner personnel, develop and maintain currency of Critical Information Lists (CILs) for DARPA and its programs to be used to preclude inadvertent public release/disclosure of critical or sensitive information. Identify critical program information/capabilities in DARPA programs. Identify threats to DARPA technology thrust areas and, working with SID and CI staff, assemble information and perform the research and analysis of intelligence, counterintelligence, and open source information to identify likely adversary targeting of DARPA and selected programs. Develop innovative and proactive analytical methodologies; refining existing program protection analytical methodologies to meet evolving program needs. Review organizational mission statements and associated publicly available technology program information for inconsistencies which may reveal sensitive information. Work with SID intelligence/counterintelligence assets and DARPA Technical Office PMs, identify threats, analyze vulnerabilities, then identify possible OPSEC countermeasures to mitigate each vulnerability with consideration to cost, schedule, and performance. Document the complete OPSEC process in program-specific OPSEC plans. Maintain contact with Interagency OPSEC Support Staff (IOSS) to develop or import appropriate OPSEC awareness products and or training materials and promulgate to DARPA personnel and contractors. Work with SID staff, coordinate the execution of an annual OPSEC Assessment of DARPA. An OPSEC assessment is an intensive application of the OPSEC process to an existing operation or activity by a multidisciplinary team of experts. Assessments are essential for identifying requirements for additional OPSEC measures and for making necessary changes in existing OPSEC measures; Work with the DARPA OPSEC Program Manager, PSOs, PSRs, and other SID elements, organize and participate in OPSEC Surveys of selected DARPA program activities, as required. Ensure that the Overarching DARPA Operations Security Plan is periodically monitored, in light of evolving DARPA program thrusts, and is updated, as required, to retain currency. Oversee organizational compliance with Intelligence Oversight (IO) requirements IAW DoD Directives, Instructions, and Manuals. Interface with PMs, PSOs, and PSRs to ensure IO is properly documented for programs within Technical Offices. Qualifications Required Skills (Knowledge, Skills, Abilities) Extensive knowledge of Special Access Programs Extensive knowledge of horizontal protection methodologies Extensive knowledge in protecting Critical Program Information Extensive knowledge in the development, application, and execution of Security Classification Guides Extensive knowledge of life cycle program protection as promulgated in DoDI 5000.02, DoDi 5200.39, DoDI 5200.4, DoDI 85000 Series, DoDI 8582.01, Defense Acquisition Guide, and other applicable program protection policies Apply working knowledge of Executive Order 13526, NISPOM, NISPOM Overprint, ICD series, DCID series, DoD 5205.7 SAP Manuals, and other applicable security policies Previous experience in the DoD RDT&E environment strongly desired Attend meetings (either locally or out-of-area) and create meeting summaries or trip reports Prepare and submit meeting minutes on an as-required basis Prepare/present briefings, incorporating graphics (if appropriate) for/to SID and DARPA leaders Prepare various security forms associated with their duties Perform self-inspections, identify security discrepancies, and report security incidents Perform, or support, security inspections, identify security discrepancies and prepare reports Perform courier duties within the continental United States (CONUS) Perform user-level security administrator and information security responsibilities as required and in compliance with US Codes, Executive Orders, and DoD and DARPA policy Perform objective reviews on all documentation encountered during performance of duties Possess the energy, experience, and subject matter expertise to demonstrate sound judgment, foresight and problem solving skills in a fast-pace S&T RDT&E environment Possess excellent organizational and communication skills; demonstrating an ability to communicate, interact easily and effectively with a wide variety of individuals and echelons in both written and verbal forms Manage and maintain detailed information and documentation Possess excellent research and data-gathering skills with an ability to interpret/analyze complex information within operational Research & Development (R&D) / S&T environments Work independently, as well as in a team environment, within the bounds and guidelines of the organization Clearance Minimum of active Top Secret (TS) TS/SCI strongly desired Subject to a random counter-intelligence scope polygraphs as a condition of access eligibility. Years of Experience/Education Requirements Bachelor's Degree, and a minimum of 12 years of qualifying, related experience or an Associate degree with 15 years qualifying, related experience. Must have at least 8 years of experience dedicated to S&T, RDT&E in support of unclassified, collateral, SAP, and SCI programs Certification Requirements Required to have completed, or successfully complete within 1 year of assuming the position, the Interagency OPSEC Support Staff OPSEC Fundamentals courses listed below hosted by the Defense Security Service (DSS) Center for Development of Security Excellence (CDSE).
