Great Hill Solutions is seeking a highly motivated Security Cooperations (SC) Data Management Subject Matter Expert (SME) that will serve as Security Cooperation Data Management SME. The motivated Security Cooperation Data Management SME will be responsible for providing subject matter expert assigned in support of the Regional Portfolio Directors (RPDs) or Country Portfolio Directors (CPDs) in their oversight of the U.S. Government's Security Cooperation (SC) programs. Services will include, maintaining automated SC management processes and their accompanying business rules to make advanced technology solutions more accessible; assist the GCD team with data-intensive RFIs to identify the appropriate data source for information, analyze the data, and present the data in an accessible manner; build common resources to ease program management for RPDs and support teams including program trackers and case trackers that allow information to be accessed more rapidly; apply the capabilities of such tools as Microsoft Power BI (Business Intelligence) and Power Automate to identify potential process improvements in displaying data and creating workflows models for developers to incorporate into Socium; learn the capabilities of Socium workflows to identify process improvements and ease the transition of Socium users to the new product; conduct final reviews on Training & Equipment List formulas to verify consistency and accuracy across all GCCs to foster the creation of CN Table information; Identify additional areas in need of data analysis or process innovation; Lead tutorials for DSCA government and contractor personnel related to data acquisition, management, analysis, and presentation. Responsibilities include but are not limited to: The Contractor shall assist with monitoring and ensure compliance with established policies, regulatory guidance, sanctions, waivers to sanctions and other legislation in the areas of Memoranda of Request (MORs), Letters of Request (LORs), Letters of Offer and Acceptance (LOAs), the Security Assistance Management Manual (SAMM), Foreign Assistance Act (FAA), and the Arms Export Control Act (AECA). The Contractor shall assist the RPDs/CPDs in reviewing, editing, and coordinating Congressional Budget Justification (CBJ) and Congressional Notification documents and any draft legislation for assigned countries and programs. In coordination with DSCA personnel, develop, test, and implement process and technical improvements to enhance the efficiency and transparency of the Congressional Notification process within DSCA. The Contractor shall assist with implementation initiatives of the DSCA Strategic Plans, and Security Cooperation Reform that relate to RPDs/CPDs in a timely, responsive, and complete manner. The Contractor shall assist with financial analysis of program execution to include monitoring and reporting. The Contractor shall assist with logistics and transportation forecasting, analysis, reporting, and policy development. The Contractor shall assist with training planning, execution, monitoring, reporting, and policy development. The Contractor shall assist in gathering and tracking FMS, Foreign Military Financing (FMF) requirements, allocations, approved items, and obligations by country. Assist in tracking BPC/FMS cases and programs that support assigned program authorities and annual reporting requirements. Assist with partner country and programs that involve training and education, as well as defense goods and services. As required, flex current program management personnel to address unplanned or emergent BPC or other SC management requirements within DSCA. Maintain instructional guides/ business rules for recurring tasks Preparation of PowerPoint briefings, Excel spreadsheets, and Word documents; input, update and use FMS management programs on both NIPR (unclassified) and SIPR (classified) systems to include the Security Cooperation Management System (SCMS) and the Security Cooperation Information Portal (SCIP); analyze FMS case data and research FMS policy issues. Reports range from weekly, monthly and quarterly, numbering as many as 30 reports per month. Assist with the drafting of Country Information Papers (CIP), read ahead documents, information papers, responses to letters, and program status reports. Assist with coordination of leases, non-recurring cost waiver packages, and policy issues relative to security cooperation programs for assigned countries. Assist with entries for the JAVITS Report, the FMS Sales Forecast, and the classified annex to the CBJ each fiscal year. Provide research and analysis of data to develop draft response packages for RPDs/CPDs, and Program Leads to fulfill country unique congressional reporting requirements via the appropriate committees. Provide weekly status regarding tasks to include any deviations from the planned schedule. Organize and maintain data in clear, accurate format for easy access and use. Perform regular data reviews and updates to ensure information remains accurate. Participate in program reviews in a supporting role, taking/producing minutes and action items. Assist in the preparation of draft letters, meeting minutes and briefing slides for internal and external outreach efforts in forums, working groups, meetings as specified by the Government. Prepare a variety of handout types to include recurring reports, standard templates, and input from other stakeholders. Provide support for research and analysis to prepare and execute program reviews and assessments. Collect and organize data sent by email from customers and stakeholders or arriving by other means. This data usually arrives in spreadsheets, Word documents, or email text. Export or transfer data to database systems and/or spreadsheets as requested to agency leadership and stakeholders of current information. In coordination with DSCA personnel, develop, test, and implement process and technical improvements to enhance the efficiency and transparency of the management of data and other information associated with the planning, execution, funding, and reporting on of BPC and other DSCA programs. Communicate with agency personnel and stakeholders to answer telephonic or electronic inquiries, collect information updates and schedule activities as needed. Produce SCIP, SCMS, DSAMS, SOCIUM, and Advana generated reports, staff meeting and Combatant Commander Priority Slides; Produce Trip Books and Read-Ahead packages. Support for Requests for Information (RFIs) to support internal DSCA requirements, and external agencies, including DOD IG and GAO Audits. Support preparation of Congressional Notification and other formal documents. Update Staff Meeting slides, develop and share weekly program telecom agenda and updates, SCMS reports, including the Pending Case Tracking Report (SCMS); Equipment Transfer Reports (Word) and others. Produce or update status reports dealing with BPC program and other authorities, showing status of MORs, LOAs, Congressional Notifications, Obligations, Deliveries, and Closure. Pull and review DSAMS reports, such as RP069, and case status and milestone reports. Review and update inputs for Combatant Commander Priority Slides and other requested reports. Produce Equipment Transfers under Section 333 Authority (Congressional Report), Special Inspector General for Iraq Reconstruction Reports (DoD Report), or other reports. Requirements and Qualifications Master's Degree is required in a related field of study. A minimum five (5) years of work experience related to the understanding of Security Cooperation policy and program management is required, with emphasis on BPC program management processes. Additional certifications in teaching quantitative methods and prior experience teaching or presenting topics related to data analysis, technology, mathematics, or similar topics is capability above threshold minimum requirements. Knowledge of current Security Cooperation data platforms including Socium, SCIP, DSAMS, Advana, SC- COP, DAI, and/or OHASIS is a capability above threshold minimum requirements. General Skills Required: This position requires strong computer, analytical skills, and the ability to research and communicate effectively in writing. Ability to communicate how advanced data solutions work to stakeholders and ability to teach basic data solutions to colleagues is required. Ability to work well with all levels of the DoD with emphasis on the Office of the Secretary of Defense for Policy, the combatant commands, selected military departments, and other stakeholders is required. Technical Skills Required: This position requires an individual with detail-oriented data analytic skills capable of providing final checks on data included in reports to leaders.
