Job description

Duties Plans, organizes, and directs the activities of the DAF SAPCO and provides a full range of security support pertaining to SAP management for the USSF ensuring that the SAP Operations and Integration Division complies with legal and regulatory requirements and meets customer needs. Provides subject matter expertise for and analysis of security policy, procedures, directives, and memorandums designed to provide standardization, collaboration, reciprocity, and achievement of gained efficiencies within the DAF SAP enterprise with the primary focus on USSF equities. Represents SAF/AAZ as the USSF Liaison and with a variety of agencies, departments, commands, and functional area organizations. Implements, and oversees security policy for the Air Force and USSF SAP and IP programs. Requirements Conditions of Employment U.S. Citizenship Required. Employee must pass initial and periodic short notice drug testing. May occasionally be required to work other than normal duty hours. Employee must maintain current certifications. Disclosure of Political Appointments. Advance in hire may be authorized if there is demonstrable proof provided on your resume; Superior Qualifications Leave accrual may be authorized upon request. The employee may be required to submit to a counter-intelligence scope polygraph. Department of Defense Security Fundamentals Professional Certification (SFPC) and Security Program Integration Professional Certification (SPIPC) conferrals are required within 2 years of the established employee EOD. Work may occasionally require travel away from the normal duty station on military or commercial aircraft. Employee must be able to obtain and maintain a Top-Secret security clearance based on SSBI and eligibility for Sensitive Compartmented Information (SCI) and Special Access Program (SAP). Position is designated Special Sensitive and requires eligibility for access to Sensitive Compartmented information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience include Thorough knowledge of security policy requirements to function as technical authority in assignments requiring the application of new theories and developments to security problems not susceptible to treatment by accepted security methods, technology, or procedures. Mastery of the specialty area, employee uses knowledge of other security specialties in resolving major conflicts in policy and program objectives. Employee performs key decision-making and policy-developing responsibilities in very difficult assignments such as planning for significantly new or far-reaching security program requirements or leading or participating as a technical expert in interagency study groups for resolving problems in existing security systems and programs requiring innovative solutions. Also advises top level agency security and subject-matter managers on new developments and advances in security techniques in the specialty area; planning, organizing, and directing studies to develop long range (e.g., 5-10 years) studies and forecasts; recommending methods for enhancing efficiency of security systems through modifications and applications of evolving technology; evaluating and making recommendations concerning overall plans and proposals for major agency and interagency security projects; and implementing national level guidance in agency standards, guidelines, or policies for major security programs. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.Knowledge of security, personnel management, EEO, and safety regulations, practices, and procedures. 2.Knowledge of Special Access Program, security concepts, principles, practices, and protection efforts to review, analyze, and resolve issues supporting advanced air, space, and cyber technologies, capabilities, and operations. 3. In-depth knowledge of formal declassification processes and actions for Special Access Program information. Expert-level knowledge of Special Access Program core compliance inspection policies, methodologies, evaluation criteria and processes for both government and contractor operations. 4.Polished understanding of the responsibilities and critical interdependencies of Special Access Program security leadership roles to include: Program Security Officer, Government SAP Security Officer, Contractor Program Security Officer, and SAP Personnel Security Official. Relevant demonstrated experience fulfilling one or more of these roles is critical to enable an appropriate frame of reference for why items are needed/required when requests come into the DAF SAPCO. 5. Practiced in the development of disestablishment plans when the determination has been made to terminate, cancel, or transition an SAP. 6.Expertise in the creation of Special Access Program support agreements, Memorandums of Agreement, and Memorandums of Understanding supporting DAF participation with other DoD agencies. 7.Demonstrated background in supporting DoD and Intelligence Community (IC) space portfolios involving classified efforts. Applicant's current or previous access to DoD SAPs and IC CAPs will be validated through appropriate databases or contact with references provided. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
