Position Overview QinetiQ US is seeking a Senior Program Analyst to provide direct support to a member of the Senior Executive Service (SES) within the Pentagon. The selected candidate will provide a range of strategic advisory, management, and operational support to senior OUSD(R&E) leadership at the Assistant Secretary of Defense level and above. An ideal candidate will possess a demonstrated record of success supporting senior level DoD government organizations (OSD, Service Staff, and Defense Agency) by providing analysis and recommendations related to defense acquisition, product development, prototyping, assessment, and capability transition to services. This support will include developing and maintaining work products that support management decision making, strategy development, initiative definition, action tracking and monitoring, meeting and workshop planning and execution. Candidate must be skilled at interfacing, communicating and collaborating with government personnel ranging from action officer to senior leader levels, including civilian and military. Duties include: Responsibilities Provide direct support to the Principal Deputy Assistant Secretary of Defense (PDASD) for Mission Capabilites (MC) by providing strategic, analytical, and action officer support to organizational priorities, to include, but not limited to: Program, Planning, Budgeting, and Execution (PPB&E) analysis of current and future budget priorities Coordination and collaboration with internal stakeholders to develop analysis and plans for current and future initiatives Analyze responses of organizational leadership to senior leadership or external stakeholder inquiries and data requests Communicate PDASD needs and priorities to internal senior government stakeholders. Review and analyze RDT&E Budget Item Justification (R-2) documents to assist in the assessment and analysis of RDT&E spending priorities Serve as an integrated member of an ASD Front Office team to help translate senior level direction into actionable products, processes, and deliverables. Develop and document frameworks for distilling complex issues and work functions into clear courses of action to support decision making; Develop business case analyses that clearly, concisely characterize, quantify and assess costs, benefits and risk of relevant courses of action germane to the operation of the office. Develop and implement performance metrics and tracking mechanism to support performance management and continuous improvement; provided recommendations to government clients for improvement. Develop roadmap for process and systems modifications, upgrade and implementation that may be warranted to integrate audit requirements with effective and efficient administrative and operation processes of the office. Serve as a direct liaison between the PDASD and her organization to execute leadership intent and direction on activities as directed Interface directly with internal senior government stakeholders (DASD, O-6, GS) to develop responses to senior level inquiries/taskings Work within organizational lifelines to coordinate responses to assigned tasking Build strong working relationships with internal stakeholders to effect efficient development of assigned products.
