At phia we hire talented and passionate people who are focused on collaborative, meaningful work, providing technical and operational subject matter expertise and support services to our partners and clients. phia is seeking a Senior Program Manager with expertise in security risk management (cyber/operational/physical), stakeholder engagement, and critical infrastructure security. In this role you will lead a team supporting national-level engagement programs for critical infrastructure sector partners, managing and strengthening public-private partnerships to improve critical infrastructure resilience. Although this role is contingent upon contract award, we are actively engaging with exceptional candidates now. This is a hybrid position, with offices in Arlington, VA, with preference given to qualified candidates in the DC, Maryland, or Virginia metro area (DMV). What You'll Do Lead a team providing analytical support and facilitation services for strategic planning, performance management, program effectiveness evaluation, cybersecurity and national security analysis product development, and stakeholder outreach and communications.
Implement and assess risk management strategies for critical infrastructure (CI) protection across CI sectors (e.g. Chemical, Commercial Facilities, Critical Manufacturing, Dams, Emergency Services, Information Technology, Nuclear Reactors, Materials & Waste, etc.). Coordinate national critical infrastructure sector-specific activities, education, training, and outreach.
Facilitate collaboration between Sector Coordinating Councils (SCCs) and Government Coordinating Councils (GCCs).
Coordinate with federal, state, local, tribal, and territorial agencies to implement the National Plan for critical infrastructure resilience.
Design and execute programs to strengthen cybersecurity measures across CI sectors.
Lead development of sector-specific plans and risk assessments.
Establish partnerships with industry leaders and government officials to promote information sharing and best practices.
Assess and support the enhancement of incident response protocols for potential threats to critical infrastructure.
Develop metrics to evaluate Sector Risk Management Agency (SRMA) Governance initiatives.
Ensure compliance with federal regulations and policies.
Provide direction for cybersecurity initiatives alignment with organizational goals.
Manage budgeting, staffing, and resources to optimize program success.
Build relationships with senior federal stakeholders.
Oversee financial aspects of the program, including funding tracking and invoicing.
Manage administrative aspects of the program, including contract management and compliance requirements.
Prepare and present reports to customers and stakeholders.
Serve as primary liaison with government customers and subcontractors.
Coordinate with subcontractors and task leads to maintain timely project delivery.
Collaborate with cross-functional teams to integrate cybersecurity solutions. Education + Requirements Bachelor's degree required; Master's degree preferred.
10+ years of experience in program management, focusing on large-scale cybersecurity and/or infrastructure security programs. Demonstrated expertise in leadership, strategic planning, and communication within high-stakes environments.
Specialized focus on CI sectors.
Technical expertise in National Critical Infrastructure Protection policy and strategy.
Extensive knowledge of national security policies, particularly NSM-22 and related critical infrastructure protection frameworks.
Understanding of the Sector Partnership Model.
Experience in risk management within critical infrastructure sectors.
Ability to navigate complex public-private partnerships and multi-agency collaborations.
Excellent communication and interpersonal skills. Security Clearance U.S. Citizenship required.
Top Secret clearance required with SCI eligibility.
DHS Suitability (EOD) required before start. Required Certifications Active Program Management Professional (PMP) Certification required.
