Job description
Are you an experienced Senior Research and Technology Protection (RTP) Program Analyst? Then we have a great opportunity for you to support the Office of the Under Secretary of Defense (OUSD) for Research and Engineering (R&E) as a subject matter expert in Science and Technology (S&T) protection policy and best practices. The RTP Specialist will build upon current strategy, policy, and guidance related to critical and emerging technology modernization areas such as artificial intelligence, quantum science, and hypersonics to safeguard Controlled Technical Information (CTI) and critical technology within DoD, commercial industry, and academia. As a Senior Research and Technology Protection Program Analyst you will:

• Serve as a SME for Technology and Program Protection Planning Policy, Guidance and Standards, provide professional engineering services in the planning, development, updating, implementation, and application of Technology and Program Protection, and Cyber Policy, Acquisition Regulations, Guidance and Standards related to DoDI 5000.83, Technology and Program Protection to Maintain Technology Advantage, the DoD 5000 series Adaptive Acquisition Framework, and related Government wide policies, regulations and law.
• Support alignment of Technology Area Protection Plans and S&T Protection planning policy, guidance, tools, methods, and practices with Program Protection Planning.
• Support activities to lead stakeholder engagements and technical forums in the formulation of policy, guidance, standards and methods and assist in resolution of differences and inconsistencies.
• Monitor and helps update DoDI 5000.83 and ensures alignment with all germane policies referenced within. Contractor conducts 2-3 policy, guidance, and standards reviews, organizes, and supports 2-3 stakeholder engagements per year.
• Prepare and coordinate resulting Correspondence and Task Management System (CATMS) packages and follows through with their approval.
• Support external meetings weekly with various OUSD organizations and Service Components.
JOB REQUIREMENTS
• BS in Engineering and 15 years of experience
• Active TS/SCI Clearance
• Three (3) years of experience as a liaison between Program Office and Oversight organizations
• Ten (10) years of experience providing technical support and operations management to DoD acquisition and S&T programs
• Support the DOD by conducting reviews of Program Protection Plans (PPP) and Independent Technical Review Assessments (ITRAs) • Demonstrated work experience in technology protection oversight role and knowledge of technology readiness levels, program lifecycle, and risk management
• Knowledge of DoD Program Protection, Defense Industrial Base Cyber Security, and Defense Acquisition policies
• Understanding of key programs, practices, and participants involved in DoD S&T protection
• Analytic ability - must demonstrate ability to conduct analysis linking intelligence, acquisition, and engineering/technical information. Analytic ability may be demonstrated with any combination of work products and education.
• Ability to provide timely and accurate information to senior government officials in support of policy and management decisions
