Clearance, Access and Investigation must appear in DISS and be within scope (5 - Years). Type: Full-Time Position Overview: The Celestar Corporation is seeking Technology Protection Engineers - Level II to support the U.S. Army Intelligence and Security Command (INSCOM) Army Security Office (ASO) Army Research and Technology Protection Center (ARTPC) in Arlington, VA. BACKGROUND: The U.S. Army Intelligence and Security Command (INSCOM) Army Security Office (ASO) Army Research and Technology Protection Center (ARTPC) Support Services has initiated this effort to provide support in the development of security related documentation to include Science & Technology Protection Plans (S&T PP) and Program Protection Plans (PPPs), critical technology reviews, and threat/mitigation plans that utilize a systematic approach to technology protection, intelligence analysis, and multi- discipline security specialist support to provide risk mitigation across the Army to protect Army personnel, facilities, infrastructure, networks and national security information. The United States research laboratories, engineering centers, and defense industrial base are developing the advanced technology that will form the heart of the Army's future fighting force. Foreign Governments and companies that both use and sell military systems will go to great lengths to acquire the advanced technologies that dominate future warfare. Identification and protection of those technologies is essential to the Army's mission and ability to fight and win when those systems are fielded. When foreign Governments and companies illegally acquire knowledge of the U.S. advanced technologies it is also essential that the Army understand the effect of that compromise. The Army must have an integrated Research and Technology Program (RTP), Security, Cyber Incident Damage Assessment (CIDA) program, and Modernization Security Protection (MSP) with the ability to perform these critical missions with a high degree of confidence of success. RESPONSIBILITIES Provide RTP engineering analysis, including Controlled Technical Information (CTI) identification, Critical Program Information (CPI) assessments and Critical Function (CF) analysis, supply chain analysis, vulnerability analysis, and risk evaluation. Provide inputs to threat identification, security-related protection measure development, and countermeasures development recommendations based on engineering analysis results. Document results of the support and related meetings (other than re-occurring) will be documented in an ARTPC assessment/survey memorandum, AAR/Executive Summary (EXSUM), in the customer tracking database, and as part of the monthly status report (MSR). Work with government and contractor security specialists to develop an effective Interim/S&T Protection Plan and/or Program Protection Plan and ensure the plan is satisfactorily implemented at Government as well as contractor facilities where CTI and/or CPI resides. Conduct CPI Surveys, CPI Assessments, Army Critical Technology - Identification (ACT-ID) methodology reviews, and Cooperative Research and Development Agreement (CRADA) reviews as required. Develop, test, maintain, and operate a database/spreadsheet to support Cyber Incident Damage Assessment (CIDA) case management, metrics, and reporting, and provide matrix on the CIDA workload. REQUIREMENTS Bachelor's Degree in Engineering (e.g. mechanical, electrical, civil, chemical, aerospace, materials etc.). Four (4) years of engineering experience. Experience briefing and interacting with SES/General Officer levels preferred. Exceptional oral and written communication skills to effectively interface with senior military officials, managers, and subordinates. Valid US Passport.
