SPECIFIC JOB DESCRIPTION: ANSER is seeking a semiconductor industry workforce planning analyst to support our work with the CHIPS Research and Development Office (CRDO). In this role you will provide industry subject matter expertise to support the research, ideation, and development of new programs, program concepts and technologies to support the developing strategic and technical promotion of the CRDO mission. In this key role you will conduct workforce assessments, develop and deliver workforce plans, identify required skills for program execution, support talent acquisition and development planning, and assess potential collaboration opportunities with academia and research institutions. Day to day includes: Provide recommendations on current and future workforce needs within the semiconductor industry. Provide analysis of national workforce gaps in skills and make recommendations on closing gaps through training, upskilling, growth of academic resources. Provide technical expertise to research, analyze, and summarize findings of emerging technologies and associated policy issues. Review, assess, define, and provide recommendations to mitigate future skilled workforce gaps and training opportunities required to close gaps. Conduct research and analysis on current national semiconductor workforce to identify skills sets, recommendations for industry skills needed. Present research and analysis findings to industry and agency senior leaders with recommendations. Required Qualifications: Bachelors degree in human resources, electronics, engineering, or similarly related field. 10 or more years relevant experience in workforce planning, development, or analysis. 5 or more years relevant experience within the semiconductor or microelectronics industries. Experience/knowledge of in engineering, manufacturing, and/or technician workforce development. Demonstrated experience in communicating technical information to non-technical audiences as well as developing papers, reports, and briefings targeted to decision makers. Demonstrated experience to solving complex problems across the Government, industry, and/or academia. Ability to obtain and maintain a Public Trust. Preferred Qualifications: Masters degree. Experience/knowledge of supporting the planning and management of projects within a federal context. Experience/knowledge of in budgeting, contracting, and financial management. Experience/knowledge of supporting policy and process improvement activities.
