Job description
Overview: The Contract Administrator provides support to the FASTC PM and DPM in managing the contract and works with the other members of the senior management team to ensure processes under the contract and subordinate task orders are adhered to. The Contract Administrator will report directly to the PM, and coordinate with the Contracting Officer (CO), Contracting Officer's Representative (COR), and FASTC Technical Monitors when as assigned by PM to do so. The position of Contract Administrator requires expertise in acquisition regulations, the Basic Contract's terms and conditions, Order procedures, proposal preparation, negotiations, and Basic Contract/Order administration. The Contract Administrator must coordinate with the PM on all reporting requirements under the Basic Contract. As a member of the Olgoonik Team, the contracts administrator also provides support in business development, proposal development, project level finance, accounting and budgeting, and program/task order transitions. This position is contingent upon contract award. Primary Responsibilities: Provide support in drafting, evaluating, negotiating and executing a wide variety of different contract types (FFP, T&M, Labor Hour, Cost Reimbursable, Cost Plus, and Fixed-Price Incentive Firm (FPIF) hybrids) covering a range of transactions.
Create and maintain relationships with clients and suppliers; serve as a point of contact for contractual matters as assigned by the Contract Manager.
Assists with the keeping of accurate records for all contractual related correspondence and documentation.
Assists with contract administration procedures and ensures they are fully compliant with statutory regulations. Monitor contract performance periods; execute renewals, option periods, extensions and close-out documentation.
Resolve contract-related problems that arise with other parties and internal company entities.
Understand strategic and operational goals and be able to recognize non-compliance and other business challenges that could have an adverse impact in matters of corporate compliance.
Assists and advises project and program manager on all matters pertaining to the contract, subcontract, and any task orders as directed by the program manager.
Supervisory Responsibilities: There are no supervisory responsibilities associated with this position. Education and/or Experience: Bachelor's degree in business related field required. Experience may be substituted for the degree requirement on a year for year basis. At least three (5) years of contract, subcontract and task order management experience.
At least four (4) years of functional or operational administration experience
Knowledge, Skills, and Abilities: Must understand government contract administration and possess a working knowledge of the FAR, appropriate supplements, and agency-specific regulations.
Must have working knowledge of different contract types (FFP, T&M, Labor Hour, Cost Reimbursable, Cost Plus, and Fixed-Price Incentive Firm (FPIF) hybrids. Must have experience with contract modifications, extensions, options, terminations and closes-out procedures.
Must have experience in contracts, subcontracts, task order and Collective Bargaining negotiations, administration, and ensure compliance with corporate, contract, and legal requirements.
Must be able to efficiently utilize Microsoft office suite of software products and various automation tools to facilitate effective management of widely dispersed operations.
Excellent oral and written communication skills.
Strong organizational and interpersonal skills Must understand business development and proposal processes and procedures.
Understands the business case, financial/analytical issues, and profit and loss implications.
Security Clearance: SECRET Level Required, with ability to obtain TOP SECRET Must have a current United States Government SECRET Personnel Security Clearance and be able to successfully complete a U.S. government administered Investigation for a higher level of access at the TOP SECRET level. Must be a U.S. Citizen. Must be able to maintain required Security Clearance/access approvals.
