Job description

Position Summary: The Sr. Program Manager (DOS FASTC) will oversee and ensure delivery of all performance under the contract and subordinate task orders. The PM will be responsible to the CO, COR, and GTMs for performance and delivery. PMs will directly supervise and oversee all site managers, and ensure quality recruiting, hiring, personnel management, training, and support of all personnel/positions under the contract. Hybrid schedule is available. Position is contingent upon contract award. Essential Job Functions: Serve as focal point for all Contractor functions that pertain to performance under the contract and subordinate task orders. Interact on a daily/weekly basis with the CO, COR, and GTMs to ensure performance across all contract tasks. Supervise, oversee, and direct ongoing strategy to mitigate risk and maintain continuity of operations in accordance with the requirements specified in the contract and task Advise and assist regarding the technical scope of the contract. Accomplish human resource objectives by overseeing and ensuring effective recruiting, selecting, orienting, developing, counseling, and disciplining employees. Plan, establish, and review compensation actions. Ensure timely and accurate reporting, provision of qualified personnel for each task order, and timely and accurate implementation of the requirements of the contract sow and subordinate task order requirements. Ensure all aspects of planning, scheduling, organizing, managing, and assessing performance of all personnel under this contract. Ensure professional development training as required. Oversees on-time delivery of requirements, invoicing, and other fiscal management. Review, assess, manage, and correct any behavior by Contractor personnel that would reflect poorly on the Department of State. Skills and Qualifications Required: U.S. Citizen and have an ACTIVE TOP SECRET security clearance. Bachelor's degree in a business, management, or security related. Must have at least 30 years of professional experience. Must have at least 15 years of experience managing large government contracts. Must have at least five (5) years of experience as a PM as a Contractor responsible for meeting contract requirements. Must have at least 15 years of leadership/supervisory. Experience as an instructor or manager of adult education programs for security. Demonstrated ability managing contracts in excess of $30 million annually and a workforce of over 250+ personnel. Experience with DoS policies. Experience with the function, policies, and procedures associated with security operations of U.S. embassies and consulates abroad. Ability to conduct all the responsibilities listed above and demonstrated leadership and supervisory skills. Demonstrated experience in planning, evaluating, analyzing, and implementing government programs.
