Duties What will I do in this position if hired? In this position you will serve as a Contract Specialist. The typical assignments include: Procuring and administering contracts, including both pre- and post-award functions. Preparing solicitation documents, analyzing proposals, or negotiating with potential contractors, and administering contracts. Promotion Potential: Future promotions will be dependent on your ability to perform the duties at a higher level, the continuing need for an employee assigned to the higher level, and administrative approval. Qualifications The qualification requirements listed below must be met within 30 days of the closing date of the announcement. Basic Requirements: Applicants must meet the basic requirement for this position. To meet the basic requirement for Contract Specialist GS-05 through GS-12 positions, applicants must have: A 4-year course of study leading to a bachelor's degree with a major in any field. OR, At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience at the GS-11 Level : To qualify for this position at the GS-11 level, you must possess one full year of specialized experience equivalent to at least the GS-09 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the federal government, a state or local government, or private sector, and must demonstrate the following: Planning activities relating to pre-award and/or post-award contracting functions; AND Reviewing cost and price procedures to evaluate offers; AND Monitoring contractor performance assuring compliance with the terms of contractual agreements. OR Ph.D. or equivalent doctoral degree or at least three full years of progressively higher-level graduate education leading to such a degree or LL.M. in a related field (Transcript required). OR Combination: Applicants may combine education and experience to qualify at this level. You must have a combination of specialized experience and graduate education that equates to 100% of the requirements for the GS-11 (only graduate education in excess of 2 years, 36 semester hours, can be used towards crediting a combination of education and experience). Specialized Experience at the GS-12 Level: To qualify for this position at the GS-12 level, you must possess one full year of specialized experience equivalent to at least the GS-11 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the federal government, a state or local government, or private sector, and must demonstrate the following: Conducting acquisition planning and contract pre-award functions such as determining method of procurement/contract type and/or documenting the acquisition strategy; Applying contracting policy and regulations to prepare solicitations containing appropriate provisions, clauses, terms and conditions that communicate requirements to industry; OR Evaluating responses to competitive or noncompetitive solicitations for price reasonableness and compliance with terms and conditions.
