Job description

This is a full-time position, and requires a TS/SCI/Full Scope Polygraph Clearance. 2HB Incorporated is seeking a Cloud Solutions Architect to support its government customer in Chantilly, VA. INTRODUCTION The US Government's (USG) office is responsible for developing and delivering enterprise software that drives collaboration data analysis. The USG's portfolio consists of over 100 systems that are mostly custom applications along with a small number of COTS products and Enterprise cross domain hardware and software. The Sponsor needs a team to deliver system architecture products, ensure cyber security compliance, monitor and assist teams with the Approval and Accreditation (A&A) processes, and provide IT Operations support. WORK REQUIREMENTS The Candidate shall serve as the IT Operations Referent for the Sponsor's parent organization. The Candidate shall work with IT Operations teams across the organization to ensure Sponsor management receives regular updates and teams respond to after-hours calls. The Candidate shall provide Operational reporting for a daily morning meeting as well as highlights for a daily Senior Leadership status meeting. The Candidate shall review change requests for accuracy and completion prior to approving them, to include coordinating elevated code approvals and assisting teams as needed and represent changes at the daily Change Approval Board. The Candidate shall be the Sponsor's POC for changes to operational directive and changes in the process. The Candidate shall be the Sponsor's POC for ensuring teams have the appropriate approvals during elevated infrastructure color codes. The Candidate shall review each team's outage and resolution reports prior to submitting them. The Candidate shall be the Sponsor's POC for monitoring IT Operations; both on site and after hours. The Candidate shall leverage Enterprise IT tools to design a protocol for sending and receiving operational status updates across different network fabrics. The Candidate shall facilitate a weekly IT Operations meeting, to include providing IT operations updates and ensure teams are tracking and completing compliance activities which include: accessibility scoring, FISMA compliance, contingency planning/compliance, ATO status and any current directive or objective teams are required to complete. System Architecture The Candidate shall review current systems architecture configurations and identify optimizations. The Candidate shall be the Sponsor primary POC for requirements, services and issues relating to Cloud Service Provider (CSP) inquiries, to include negotiating billing discrepancies. The Candidate shall participate in working groups to represent the Sponsor's equities with regards to different CSPs. The Candidate shall track and assist projects with the implementation of the Sponsor's Technical Directives and ensure each team has incorporated them on their roadmaps. The Candidate shall map new and existing work to the Sponsor's Software Defined Intelligence architecture pattern to include providing briefing slides, maintaining data points and facilitate the development of an interactive dashboard. The Candidate shall work with teams to create common shared services and break down the siloed functionality across the portfolio. The Candidate shall ensure teams are leveraging enterprise services and assist with migration plans if necessary. The Candidate shall track the quarterly accessibility scoring to ensure dates are met and teams are working towards 5.0 ratings. The Candidate shall perform an analysis of existing products (COTS, GOTS, CSP offerings, etc) that could address incoming requirements and present them to the Sponsor for final decision. Cyber The Candidate shall proactively update the portfolio to decrease the impact of future or current CVEs (based on current and historical trends). The Candidate shall participate in security focused pilot programs. The Candidate shall be the Sponsor's point of contact for all cyber security matters, to include keeping all teams and ISSEs abreast of changing requirements or processes. The Candidate shall assist programs with the A&A process to include completing and reviewing security controls and assist with high priority requirements. The Candidate shall track and monitor the accreditation statuses for the portfolio and ensure teams are meeting all continuous monitoring requirements (ie: performing scans on time and keeping their packages up to date). The Candidate shall seek efficiencies in monitoring and reporting security metrics and goal posts. The Candidate shall facilitate bi-weekly meetings with the Sponsor's ISSMs and report any guidance to the teams. The Candidate shall provide security related updates at weekly meetings. The Candidate shall monitor each project's system inventory and libraries to ensure teams are updating on a regular cadence in order to prevent major code refactors due to end-of-life or end-of-service software. The Candidate shall track and monitor potential security vulnerabilities and assist with mitigation. The Candidate in partnership with Sponsor, shall assist teams with the adoption of a Zero Trust Architecture. The Candidate, in partnership with Sponsor, shall identify security requirements or concerns for new technologies such as Generative AI and research methods to mitigate them. The Candidate shall work with development teams to meet the Sponsor's objectives which include: Enterprise CI/CD Pipeline Adoption, refactoring systems to store or process highly sensitive data without running multiple instances. REQUIRED SKILLS AND DEMONSTRATED EXPERIENCE The Candidate Team shall have the following required skills, certifications and demonstrated experience: Demonstrated experience with ServiceNow's ITSM module to include: maintaining the Configuration Management Database (CMDB), tracking Incidents and creating or approving Change Requests. Demonstrated experience as an Ops Manager for a portfolio that includes upwards of 50 systems Demonstrated experience architecting systems in AWS to include performing periodic reviews for cost optimization. Demonstrated experience with the A&A process to include continuous monitoring. Demonstrated experience tracking and mitigating security vulnerabilities for a portfolio that includes upwards of 50 systems. Demonstrated experience architecting systems that hold or process sensitive data. Demonstrated experience performing in depth evaluations on new requirements in order to promote a commercial first approach to system design. Demonstrated experience architecting enterprise systems HIGHLY DESIRED SKILLS AND DEMONSTRATED EXPERIENCE Demonstrated experience configuring cloud services on the Sponsor's systems. Demonstrated experience using requirements tracking programs such as JIRA or Confluence. Demonstrated experience with DevOps related tools such as GitHub and Jenkins. Demonstrated experience with the Nitro CI/CD Pipeline. Demonstrated experience architecting solutions with the Azure, Google, IBM and Oracle CSPs. Demonstrated experience performing accessibility scoring. Demonstrated experience with hybrid cloud solutions. Demonstrated experience with low to high development / deployment. Demonstrated experience serving as an ISSM. Demonstrated experience with AI/ML products. Demonstrated experience with multi-cloud solutions. Demonstrated experience creating dashboards with Power BI. Demonstrated experience participating in programs to evaluate new technologies and determine not only their mission value but their security posture as it relates to the Sponsor's requirements. Demonstrated knowledge of Raise-the-Bar standards with regards to enterprise cross domain. Demonstrated experience developing dashboards in ServiceNow, Tableau or PowerBI. Current relevant Cloud / Security certifications. Higher level degree in a technical field or MBA
