The Intelligence Programs Group (IPG), part of SPA's Space and Intelligence Division, is a specialized provider of systems engineering and trusted advisory services to the Space and National Intelligence community. We utilize mission-proven, data-driven advisory tools and capabilities. We provide highly technical support to ensure the government acquires cutting edge technology necessary for our National Defense. Our portfolio includes the National Geospatial-Intelligence Agency (NGA), National Reconnaissance Office (NRO), and National Aeronautics and Space Administration (NASA). SPA has an immediate need for a Technical Advisor to provide tactical engineering support to Groups and Office leadership in developing, executing, and refining corporate plans, processes, roadmaps, policies and governance enabling strategic and tactical objectives of the organization. This position will support a range of functions including strategy development, enterprise architecting, portfolio management, policy development, and governance facilitation and assessment. Responsibilities Responsibilities The incumbent will act as a contractor point of contact for office initiatives, coordinate with stakeholders, and proactively ensure responses meet deadlines. The incumbent will also be expected to develop executive-level communications and correspondence with a high degree of comprehensiveness, accuracy, and timeliness of written information. Responsibilities may include but are not limited to: Develop white papers, briefings, and action responses. Research and prepare advice, information, and reports on diverse and complex engineering, architecture, planning, operations, and policy matters to facilitate informed decision making and planning. Provide issue management and support, responding to emerging issues for the aligned office to ensure effective resolution with minimal risk to the organization. Lead and/or contribute to projects to inform decision making and support achievement of organizational objectives. Plan and coordinate organization's strategic and long-range goals, management concepts, and business practices. Conduct assessments of new and revised external stakeholder mission/user needs, guiding policies and directives and other stakeholder guidance to include identification of latent and emerging needs in advance of change. Conduct capabilities and gap assessments of mission systems IT service needs and current-funded capabilities. Support strategy development - Vision, Goals, Objectives, & Performance Reporting. Also, the candidate may be requested to surge to support tasks and projects across the broader COLOSSUS scope and customer base according to their specific, personal expertise and capabilities. Qualifications Required Qualifications: Active TS/SCI clearance, with CI Poly Bachelor's Degree 8+ years of demonstrated performance related to the responsibilities above Organizational and documentation skills Experience working in, collaborating with, and facilitating large and small groups, to include presentation skills Ability to excel as a member of a collaborative team through open communication, transparency, and flexibility Strong written and verbal communication skills Desired Qualifications: JIRA project administration experience Portfolio Management/Budget Formulation experience Communications engineering experience Requirements management experience Experience consulting and developing business cases for customer's use in determining way forward in addressing capability planning and investment decisions Understanding of how the NRO operates Information Technology (IT) Architecture domain experience in Intelligence Community (IC), Department of Defense (DoD), or Federal Agency, with previous exposure to DoD Architecture Framework (DODAF), and/or Joint Architecture Reference Model (JARM) artifacts
