Responsibilities Sciolex Corporation is looking for an USAFRICOM engagement talent to fill the User Engagement Outreach Personnel position. This position provides IC level Representation to USAFRICOM and their assigned mission areas. This position must have an understanding of the Combatant Command relationships including understand their needs and have the ability to identify capability gaps. The candidate will also need to provide situational awareness back to the assigned organization. He must be able to educate users on IC systems, capabilities, tools and or organizational strategies. Will serve as the IC's personal representative Assigned to broad command responsibilities serving as the link between the combatant command and the organization Represent the organization and wholly integrate into the combatant command Identify, capture and prioritize the user's intelligence needs and shortfalls Assist the use in articulating IC system support needs and requirements to the IC Recommend COAs to leverage current and programmed IC Capabilities and services to satisfy immediate and long term needs Propose/assist in development of integrated, end-to-end solutions to high priority government identified IC problems associated with the command. Support includes drafting action plan proposals and supporting the government implementation of these plans Assess IC system performance, as seen by the command, by conducting analyses of data and assessing systems against the users' priority mission needs on semi-annual basis Investigate effectiveness of IC systems data for real world and exercise planning support to ensure fullest employment of resources to meet users' mission needs. Goal is to obtain/update level of user satisfaction with IC services and capabilities. Continuously provide the command with the latest IC corporate information Routinely interact with IC Directorates, leadership and the organization's Strategic Communication Office to ensure the user is informed of enterprise activities Effectively communicate the supported users' activities, interests, intelligence shortfalls and priorities to all appropriate directorates in a timely manner Report status and situation to the IC in a timely fashion, of developing, current and future user issues which will impact the IC and other agencies Capture user engagements in COTR-directed, government databases to provide situational awareness and de-conflict efforts among IC offices, leadership and directorates Facilitate Exec leadership visits to command sites and command visits to the IC Ensure users know of and can access IC systems, services and capabilities and assist the user in leveraging capabilities Ensure users are aware of resource-related issues and operational status info about IC systems, capabilities, and services and impacts these issues have on users Provide IC based contingency support, to include intelligence collection strategy, reporting, and operational analysis in support of the user. Maintain awareness of user-relevant IC development efforts and facilitate user participation in refining requirements and capabilities of ongoing projects Promote user participation in relevant IC forums ad conferences to ensure command needs, initiatives, and concerns are addressed Coordinate user participation in requirements definition for major IC system acquisition. Provide users with updates on IC acquisition programs and facilitate host command involvement Function as an action officer for the Senior Field Rep and the IC government branch chief when needed. These tasks are typically short duration/notice items requested by the IC leadership, other IC agencies or CCMDs. Examples include acting as the TS/SCI COMSEC manager at a given location, staffing, such as appointment scheduling and drafting talking points, visitor escorts, conference room/VTC scheduling and preparation, and timely response to data calls. When required by the government, deploy into a contingency area of operations and/or combat zone to provide on-site technical expertise, operational support or training on proper utilization of IC capabilities and tools Develop solutions to complex C4ISR issues including data management, national and tactical systems architectures issues, technology insertion, and overall improvements to system' utility Deploy on short notice to support worldwide crisis/contingency operations Provide assistance integrating capabilities into existing architectures and operations Direct national systems support for current and contingency operations and major joint and multinational exercises. Advise the command senior leaders on development and integration of national systems into theater architectures. Identify critical issues and advocate for IC support solutions critical to the command's mission Provide support to Services, CCMD, and echelons below Customers: USAFRICOM Staff; USAFRICOM Service Components, JTF-OG and JTF-HOA; JSOTF; Combat Support Agencies Qualifications & Physical Requirements Active TS/SCI clearance with CI Poly SIGINT Background Action Officer Understanding of the USAFRICOM Experience with IC and/or DoD Knowledge of IC and/or DoD acquisition collection management processes Demonstrated experience briefing senior leaders
