Job description

Duties Assignments become progressively more difficult, and supervision becomes progressively less detailed as incumbent gains more experience until the full performance level is reached. Incumbent performs developmental assignments under closer than normal supervision. Full performance duties include: Serve as a Senior Contract Specialist at the Army Contracting Command INSCOM National Ground Intelligence Center (NGIC) for highly specialized, long-term, complex contracts that affect a wide range of procurement activities. Responsible for all phases of the acquisition cycle from initiation of the requirement through contract close-out or termination. Serve as lead negotiator for all complex contracts/procurements. Serve as advisor to senior program and acquisition officials. Evaluates contractor proposals, provide advice and guidance in establishing and justifying negotiation positions, and participates in the resolution of complex negotiation issues. Identifies existing or potential problems and provides advice and guidance for a course of action to resolve procurement problems. Requirements Conditions of Employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. Must be able to obtain and maintain a Top-Secret Security Clearance. If the security clearance is denied or revoked, the individual may be denied or removed from the position, accordingly. This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing. Tentatively selected applicants will be required to sign DA Form 5019 requiring participation in random drug testing. Must file annual financial statement. This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Contracting Certification within 36 months of entrance on duty. You must submit a copy of ALL your transcripts with this application package Basic Education Requirement for Contract Specialist: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. OR Exemption: You are exempt from the education requirements above if (A) you are a current DoD employee, in any occupational series, who has served on or before September 30, 2000, as follows: (1) Served as a GS/equivalent-1102 position or contracting officer position with authority to award or administer contracts above the SAT in any Federal agency, OR (2) Served as a military member in a comparable military occupational specialty; OR (B) you are a current member of the armed forces who occupied a position within an occupational specialty similar to the GS-1102 series on or before September 30, 2000. AND In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience Required: GS-11 To qualify based on your work experience, your resume must describe at least one year of specialized experience which includes: 1) Utilizing acquisition automated systems to perform pre-award and post-award contracting functions; 2) Performing research to provide acquisition guidance to execute contracting requirements; AND 3) Developing written contract documents for higher level review. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position such as: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Specialized Experience Required: GS-12 To qualify based on your work experience, your resume must describe at least one year of specialized experience which includes: 1) Performing pre-award and post-award contracting functions; 2) Determining method of procurement contract clauses; 3) Assessing market conditions for availability of competition; 4) Reviewing contract bids; 5) Preparing proposals and cost data to advise on offers evaluation; AND 6) Assisting with procurement packages and acquisition plans. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Specialized Experience Required: GS-13 To qualify based on your work experience, your resume must describe at least one year of specialized experience which includes: 1) Performing pre-award and post-award contracting functions; 2) Determining method of procurement and contract clauses; 3) Assessing market conditions for availability of competition; 4) Evaluating contract bids for fair competition; 5) Preparing written correspondence related to proposals and cost data; AND 6) Performing analysis of procurement packages and acquisition plans. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Education can be substituted for experience at the GS-11 level only. Education cannot be substituted for experience at the GS-12 or GS-13 level.
