Job description

Duties You will serve as a construction Engineering Technician and provide engineering support services in the field of construction contracts primarily between the Navy and private contractors. You will be familiar with applicable agency policies, guides, regulations, manuals and precedents (including, but not limited to design, construction and safety). You will facilitate effective relationships and processes between A-E contractors, construction contractors, clients and government team members to ensure products are provided properly, on schedule, and within budget. You will support the management and administration of complex and challenging construction projects in various geographic locations in support of Navy, Marine Corps and other agency clients with critical, time-sensitive missions and functions. You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift. You will be required to obtain and maintain a current valid United States driver's license. You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases. This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes. Qualifications Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Resolving complex and diverse construction and design problems encountered during the performance of projects assigned; 2) Reviewing project plans/specifications prior to contract award, and ensuring contractors are in compliance with state and federal environmental, safety and labor regulations; 3) Reviewing construction plans and specifications, monitoring construction plans to ensure work tracks contract completion date; 4) Making recommendations to resolve problems encountered including technical or procedural changes; and 5) The incumbent must have a good general knowledge of the various types of construction contracts, project delivery methods, and local, State, and Federal laws, regulations, and building codes/criteria pertaining to construction.
