Job description

Overview: The Program Manager works independently within the Olgoonik Professional and Technical Services Division as the company's manager of the overall Professional Staffing Program (PSP) contract and serves as the corporate representative to the Department of State with regard to client communications, cost estimates, invoicing, funding, contract actions, and all aspects of contract performance. Primary Responsibilities: Serve as the face of the PSP contract, representing the company in all aspects of contract management and client relations, working closely with the Contracting Officer's Representative to ensure that contract actions such as modifications are developed correctly and ensure funding sufficient to support all contract operations;
Act as the primary liaison between the company and the government offices and contracting officials with regard to personnel, funding receipt, tracking, and spending;
Review contract actions such as modifications for completeness and accuracy, signing on behalf of the company to accept the modifications, and maintaining a complete and accurate record of all such actions;
Provide complete, timely, and accurate cost estimates with regard to contract operations, including travel and overtime, and providing prompt notifications to ensure that funding remains sufficient at all times for all contract activities;
Ensure that all activities conducted pursuant to the contract are consistent with and are in accordance with Federal Contracting Rules, FAR/FAM regulations, HSPD-12, legal and government regulations and policies regarding contract amendments and modifications as well as Company policies and standards;
Prepare and submit timely and accurate monthly reports of activities conducted pursuant to the PSP contract and meet with the Contracting Officer's Representative at least quarterly to review contract operations and opportunities for increased support where appropriate;
Work with other corporate personnel to ensure that invoicing is timely and accurate, that required supplemental information such as task order funding/values, status of funds, and anticipated funding run-out dates are prepared to accompany the monthly report of contract operations;
Advise senior Olgoonik management on the matters contract operations and opportunities for potential growth in the contract;
Approve all time and leave for direct reports and ensure that accurate timekeeping records and practices are employed throughout the contract;
Perform annual evaluations of all employees on contract.
Supervisory Responsibilities: Will supervise approximately 30 direct reports, with overall responsibility for approximately 75 contract employees.
Education and/or Experience: A Bachelor's Degree and at least 10 years of supervisory experience required.
Must be highly organized and have excellent oral and written communication skills in order to interface with the Contracting Officer, Contracting Officer's Representative, and other client personnel as required.
Ability to communicate effectively orally and in writing, with a history of providing excellent customer service, as well as proactive management techniques to ensure quality contract performance.
Knowledge, Skills, and Abilities: Strong understanding of Government services contracting environment, especially within the 8(a) environment.
Thorough understanding of the Federal Acquisition Regulation, Government Travel Regulation, and other applicable rules and regulations as they apply to Government contracting, particularly as they relate to the Department of State.
Proficiency in Microsoft Office; Word, Excel and Power Point.
Ability to create effective reporting mechanisms that ensure clients will have deep insight into contract performance and cost-effective operations.
Ability to work with client management and adapt quickly and professionally to changing conditions and emerging priorities in a dynamic environment.
Certificates, Licenses, Registrations: Must be a U.S. Citizen. Security Clearance: Minimum of Top Secret clearance. Physical Demands: Physical demands of the job may include light lifting as anticipated in a standard office environment. Travel: Travel is possible, but not anticipated, although local travel for client meetings is likely. Work Environment: Telework is authorized, but when not teleworking, the employee will work in a standard office environment, with access to standard office equipment, including computer hardware, printer, file cabinets, etc.
