Director of Proposals (FedCiv and DoD)

Fairfax, VA (Hybrid, 2 days onsite, 3 days Remote)

Full-Time Position

Comp: $140 to $160k/year (commensurate with experience)

Our client is currently looking for an experienced and detail-oriented Director of Proposals to lead and manage proposal strategies for both Federal Civilian (FedCiv) and Department of Defense (DoD) markets.

This leadership role is designed to align with and support company growth objectives. Reporting directly to executive leadership, the Director will work closely with key stakeholders to scale and enhance the proposal function as part of broader expansion efforts.

Key Responsibilities:

Lead and manage the complete/full proposal lifecycle, from initial solicitation review through submission, ensuring responses are compliant, compelling, and timely. Cradle to grave proposals management

Serve as a primary liaison between business development, capture management, and executive leadership to drive strategic bid decisions.

Hire, mentor, and develop proposal managers, technical writers, and other team members to strengthen the proposal department and build a skilled talent pipeline.

Develop and integrate capture information into proposals, collaborating closely with the capture manager to align strategies.

Create proposal outlines that are fully compliant with solicitation requirements, ensuring the proposal team adheres to these outlines throughout the development process.

Establish and oversee proposal calendars for multiple, concurrent proposals, managing key milestones such as kick-off meetings, Pink/Red/Gold Team reviews, and final submission.

Coordinate activities with teaming partners to facilitate effective communication and seamless collaboration among all proposal contributors and stakeholders.

Assist in writing and editing technical content as necessary to ensure proposals are clear, concise, and persuasive.

Oversee the maintenance and continuous improvement of proposal artifacts, templates, and tools to streamline the process and boost team efficiency.

Manage libraries of past performance references, proposal responses, and other content for reuse in future proposals.

Ensure adherence to industry best practices and company standards for all proposal submissions.

Required Qualifications:

Extensive experience in the Federal procurement process and deep understanding of applicable regulations.

Superior project management skills, with the ability to handle multiple concurrent proposals under tight deadlines.

Expert-level writing and editing abilities, capable of translating complex technical concepts into clear, compelling proposal content.

Strong interpersonal and communication skills for collaboration across all organizational levels.

Advanced proficiency in MS Office Suite (Word, Excel, PowerPoint), SharePoint, and Microsoft Teams.

Experience with other proposal management tools and software (e.g., Adobe Acrobat, collaborative proposal development platforms) is a plus.

Experience and Education:

Minimum of 8 years leading Federal proposal teams with a successful track record.

Bachelor's degree in English, Engineering, Business Administration, or a related field.
