Job description

Description The DarkStar Group is seeking a Software Engineer with a TS/SCI + Poly clearance (applicable to this customer) to join one of our top projects in McLean, VA. Below is an overview of the project, as well as information on our company, our benefits, and our $25,000 referral program. THE PROGRAM The DarkStar Group is a member of 100% of the winning teams for the largest technology program in the Intel Community. We've been supporting this customer on many different sub-projects of this program since our founding in 2013. We've grown on this effort by providing the customer with Engineers who have done exceptional work, and we've retained our staff by paying very strong salaries, and working hard to ensure each Engineer is doing work that aligns with their career interest. THE PROJECT The Sponsor requires contractor support for a growing data science/data engineering ecosystem currently in development. The technical support required ranges from development to data ingestion, to operations and maintenance (O&M), to system assessment and authorization. The Sponsor requires an agile team that can develop and maintain a modern cloud-based, integrated environment supporting the Sponsor's mission. The environment must integrate applications and technical solutions, inclusive of existing data and data science capabilities as well integrate new requirements from a diverse user base. The application must be user-friendly and readily adaptable to meet shifting demands. THE ROLE The Contractor Team shall provide project management expertise to ensure programs are best prepared to accomplish key milestones, identify risks, dependencies, and work within resource constraints The Contractor Team shall identify business processes and assist the Sponsor to evaluate and consolidate requirements, stemming from those processes. The Contractor Team shall on an on-going basis, support facilitated meetings with the creation and display of briefing materials and reports. The Contractor Team shall partner with the Sponsor to develop training materials. The Contractor Team shall document the policies and procedures implemented by publishing and maintaining Standard Operating Procedures (SOP) for all areas. The SOP shall be reviewed and updates shall be completed within timeline approved by GTM. The Contractor Team shall provide support to strategic communication as needed, for new features and capabilities built in the environment. The Contractor Team shall develop project schedules and shall participate in regularly scheduled management reviews throughout the duration of the project. The Contractor Team shall participate in implementation and execution of existing projects and objectives by interfacing with office business functional areas to track and monitor status of programs and projects for Project Management Review (PMR). The Contractor Team shall create, maintain, and make available documentation inclusive of engineering drawings, technical manuals, operating and repair instructions, engineering change orders, and Sponsor-provided systems. The Contractor Team shall develop and disseminate progress reports for external audiences. The Contractor Team shall participate in technical discussions, providing strategic project management thought-leadership and subject matter expertise in IT topics. The Contractor Team shall architect a new system for the Sponsor that will connect with existing Sponsor systems. Development shall maximize use of existing enterprise tools and services such as authentication services and audit. The Contractor Team shall design and build a system that enables the ingestion of data, and facilitates the push of data and services to end-users. The Contractor Team shall perform data ingestion by interacting with Sponsor systems in other parts of the Sponsor's organization and external partners via web application interfaces, database connections, web-scraping, and custom solutions. The Contractor Team shall monitor data ingestion processes and address any issues that arise. The Contractor Team shall maximize efficiencies and reduce long-term O&M costs. The Contractor Team shall manage and maintain this system, including managing uptime, scaling, and system administration. The Contractor Team shall develop and maintain connections between the Sponsor's system and third party systems. The Contractor Team shall perform regular O&M support to include software updates (bug fixes, formatting fixes, usability fixes, changes, and enhancements as needed) and system scans for vulnerabilities, addressing any issues discovered, and installing security patches as needed. The Contractor Team shall be responsible for overall system security and shall lead the system Assessment and Authorization (A&A) process, ensuring that Sponsor's system is compliant with Sponsor's information security standards. The Contractor Team shall address any Plan of Action and Milestone (POAM) items that are assessed during the A&A process. The Contractor Team shall perform all activities required to coordinate the integration and deployment of software application releases, inclusive of developing and executing test plans. The Contractor Team shall establish and maintain a Review Quality Monitoring and Assurance program with Sponsor approval focusing on the quality of the environment/system, review the causes of the errors, and designed to improve the quality of the final released product. The Contractor Team shall identify data and information not meeting the review quality standard, analyze them using Sponsor's automated systems and other means to determine the cause for errors, and provide findings to the Sponsor. Required Skills Demonstrated experience developing custom web applications tailored to mission needs. Demonstrated experience working within Linux environments. Demonstrated experience deploying applications using Amazon web services, cloud infrastructure to include EC2, ECR, RDS, Lambda, S3, Cloud Formation and KMS. Demonstrated experience managing network topologies (VPNs, subnets), traffic routing, and firewalls. Demonstrated experience with Python for data extraction and transformation. Demonstrated experience using Javascript and CSS for application development. Demonstrated experience with modern web development frameworks including Angular and Node.js. Demonstrated experience using REST web services. Demonstrated experience in deploying and maintaining high-availability for relational and document-based solutions such as PostgreSQL and Elastic Search. Demonstrated experience performing database administration to include standing up new databases, configuration, user administration, and scripts to backup, restore dev, test, and prod database instances. Demonstrated experience successfully building and deploying applications to serve and process large volumes of data. Demonstrated experience in data governance best practices on data sourcing and data compliance management. Desired Skills (Optional) Demonstrated experience with the Sponsor's organization or mission. Demonstrated experience in Sponsor's enterprise capabilities and how to utilize them in delivering modern technology solutions. Demonstrated experience interacting with Sponsor's authentication services and PKI certificates. Demonstrated experience with Sponsor's A&A process and supporting systems. Demonstrated experience addressing big data problem sets such as entity resolution, text analytics, pattern of life, and social network analysis. Bachelor's degree in Computer Science.
