Job description
Purpose:
Manage a workforce of legally blind/low vision personnel with a mission of creating and enhancing opportunities for independence and self-sufficiency of people who are blind, DeafBlind, and blind with other disabilities. Participates in developing, implementing, and managing the operation of Contract Management Services (CMS) at Defense Health Agency in Virginia. Manages day-to-day operations of CMS team of legally blind employees preparing government contracts for close-out. Carefully manages communications between specialists, COR/customer, Lighthouse and NIB (National Industries for the Blind). Responsibilities:
• Manage a workforce of legally blind/low vision personnel with a mission of preparing government contracts to a warranted government contracting officer for close-out.
• Performs role as a warranted government contracting officer for close-out.
• Supervise and provide assistance with government contract close-out. This will include document interpretation and preparation in order to research various government programs for contract payments, deliveries and acceptors and dates of all actions.
• Takes blindness awareness courses provided by LH and facilitates upward mobility of staff.
• Establishes policies, procedures, and the operating structure for the Contract Management team in closing out contracts.
• Facilitates additional training for employees and encourages advanced learning of all employees.
• Communicates Lighthouse and industry information to all employees and gains feedback and facilities communication back to VP of Service Business and other LH departments.
• Manage and control the transfer of sensitive government contracts.
• Will be 100% accountable for all government documents included in each close out folder or online. There will be 100% accountability for tracking of the folder and online contracts from the time that it is received and accounted for through the close out procedure to certified destruction, if required.
• Produce measurement reports to reflect productivity of the closeout process. There will be a requirement for weekly reports, close-out in process reports to include contracts received, contracts closed, status of contracts being processed to include accountability of the contract information as well as the stage that the folder is in at each point through the process.
• Participates fully in succession plan for this position with the goal of having a person who is legally blind move into the position when possible.
• Maintain a working knowledge of each of the tasks required of the each of the individuals in their work force.
• Reviews contracts to ensure that they match the statement of work requirements and reach 0 rework goal.
• Assists in establishing and maintaining the metrics required to determine the process and time required to present a contract ready to be closed.
• Manage weekly and monthly reports for both NIB (National Industries for the Blind) and Lighthouse.
• Closely manage and facilitate relationship between customer, COR, and Lighthouse contract close-out staff.
• Provide reports to COR for contracts presented to be closed.
• Report on a monthly basis the number of contracts closed.
• Develops, manages, and trains staffing levels according to Lighthouse and customer requirements.
• Leads project efforts to identify, analyze, and implement efficiencies that will contribute to increased productivity and margins.
• Must put in place and manage quality control to reach contract close out goal of required contracts per month.
• Maintains AS9100 standards, BMS system requirements, participates and facilitates passing system audits.
• Participates in Management team meetings and other meetings and activities. Requirements:
• Must have performed duties equivalent to a warranted 1102 contracting officer and/or familiar with close out process of firm fixed price.
• Must have B.A. or B.S. or equivalent 4 year degree.
• Must provide history of employment reflecting a minimum of 10 years government service in contracting or equivalent.
• Must have completed and passed NACLC investigation within the past two years.
• Will require extensive knowledge of MS Office (Access, Excel, Word), PIEE, Federal Procurement Data System-Next Generation (FPDS-NG), Contract Manpower Report, Procurement Automated Data and Document System (PADDS), and Standard Procurement System PD2 (SPS).
• Must possess strong management level skills to include a minimum of experience as a manager.
• Demonstrated ability to create and implement complex methods, procedures and systems.
• Demonstrated ability to work in a fast-paced work environment and manage multiple responsibilities daily.
