Responsibilities & Qualifications RESPONSIBILITIES The TSM will possess advanced knowledge, skills, abilities, and experience in managing all aspects of training systems. The TSM will perform training needs assessments and analyses, promote inclusion, diversity, equity, and accessibility through training, develop objective-based training goals and match objectives with competencies, verify that training is accurate and relevant for the target learning audience, develop curricula, develop a variety of training modalities, craft primary and ancillary instructor and learner materials, evaluate training, develop learner assessments, provide follow-up support to the learner, and propose training maintenance cycles. The TSM will facilitate delivery of training either asynchronously, instructor led on-site, instructor led virtually, or in other formats and may be required to transition training to a Learning Management System. Training will likely be provided as a precursor to discussion- or operations-based exercise engagements and may require tailoring for functional stakeholder groups. The TSM will disseminate training and educational materials from a "center of excellence" orientation to leaders and stakeholders in one or more national critical infrastructure sectors. The TSM will be responsible for maximizing the efficacy and quality of training encounters and for using objective metrics to demonstrate program performance. The TSM supports the sustained delivery of a comprehensive full-spectrum exercise support service in compliance with Homeland Security Exercise and Evaluation Program (HSEEP) guidelines. HSEEP defines two types of exercises: discussion-based and operations-based. Discussion-based exercises familiarize participants with plans, policies, agreements, and procedures. Examples of these exercises are seminars, workshops, tabletop exercises, and games. Operations-based exercises validate the plans, policies, agreements, and procedures that were reviewed in discussion-based exercises. Examples of operations-based exercises are drills, functional exercises, and full-scale exercises.
