Job description

Duties Provide advice to Project Management staff concerning the contractual/ procurement aspects of highly complex, high monetary value, rapid and long-term acquisitions for Security Cooperation / Security Assistance / Foreign Military Sales cases. Perform the full spectrum of planning, development of the Acquisition Requirements Package (ARP), and support of the pre-award and post award actions. Serve as the Acquisition/Program Management Branch Lead and as such recommend final approval of acquisitions for the accomplishment of projects/programs. Serve as the organization's primary representative on procurement task forces. Make reports to higher headquarters on status of contracts. Monitor and provide training, as necessary, for ethics programs such as Standards of Conduct and Procurement Integrity. Manage the complete acquisition program for designated major systems/equipment throughout the entire life cycle of assigned very complex systems. Plan, develop and establish the contractual strategy for the overall acquisition program for the organization. Prepare and maintains current acquisition plans, appropriate milestone charts and related schedules. Provide acquisition expertise for the analysis, evaluation, approving or redirecting of the strategy, plans, and techniques of pre-award and post-award functions involving highly specialized procurements. Establish, plan for and in support of acquisition reform leads or serve on Source Selection Evaluation Boards or Technical Evaluation Boards to analyze proposals to ensure conformance with PM's initial weapon systems acquisition requirements. Conduct reviews of contract specifications or contract changes. Review for appropriates contract type, pricing provisions, selection of source, acquisition method, determinations and findings, documentation, clarity of contract terms, propriety of cited funds and need for issuance of contractual documents. Coordinate with accounting, legal and other specialist as necessary. Respond to a wide variety of inquiries, including formal protests and congressional inquiries. Serve as an advisor to project officials in planning meetings in the development of long-range acquisition plans and strategies. Direct the training of technical personnel to improve acquisition practices. Monitor the execution of approved acquisitions. Ensure the evaluation of contractor invoices and progress reports to ascertain all charges area allocable, allowable, and reasonable. Ensure that reports are received on time, analyzes reports, contacts representatives of contractor organizations to clarify submissions, investigates apparent discrepancies, identifies problems, and recommends corrective action. Requirements Conditions of Employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. One year trial/probationary period may be required. You will be required to provide proof of U.S. Citizenship. This is an Army Acquisition, Logistics and Technology Workforce position. Selectees must meet position requirements for certification at the Professional level in the Acquisition Career Field Contracting within 36 months of entrance on duty. The duties of this position require submission of, on an annual basis, OGE 450, Confidential Financial Disclosure Report. Business travel required up to 25% of the time. This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. Qualifications This position is subject to a salary control point established in the PEO C3N Acquisition Demo Business Rules. This control point limits salary to a max of $181,216 (GS-14, step 10). Specialized Experience: One year of specialized experience is defined as: 1) Develop contracting approaches to manage rapid and long-term acquisitions of major C5I systems; 2) Manage the organization's procurement and contracting processes to meet contractual requirement; and 3) Utilize Acquisition Regulations such as the Federal Acquisition Regulations (FAR) to plan and manage the contract development process. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03)/GS-13. Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, jobs in level NH-IV of broad banding encompass the traditional GS-14 through GS-15 grades. Other initiatives under the demonstration projects include simplified classification, streamlined hiring process, and expanded developmental opportunities.
