Job description

Duties Plans, organizes, and directs the contractual aspects of assigned programs for attainment of program objectives, and compliance with prescribed policies, technical requirements and efficient functioning of the organization. Analyzes, evaluates, approves or redirects strategies, plans, and techniques of pre-award and post-award functions which involve highly specialized procurements. Manages the full range of acquisition planning and management functions required to support a project with a mission of development, acquisition, testing, integration, production and fielding. Plans, develops and establishes the contractual strategy for the overall acquisition program for the organization. Develops new or innovative contracting approaches. Develops solutions to problems when there are uncertainties involving the legislation, authorities and scope of the program . Plans and develops guidance material for technical and contracting personnel. Advises Project/Product Managers of the procurement objectives to be used, and assists in the preparation of statements of work, determination and findings, and solicitation documents. Publishes informational material to inform, clarify, and explain regulatory and policy changes. Requirements Conditions of Employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. This is an Army Acquisition, Logistics and Technology Workforce position. Selectees must meet position requirements for certification at the Professional level in the Acquisition Career Field Contracting within 36 months of entrance on duty. The duties of this position require submission of, on an annual basis, OGE 450, Confidential Financial Disclosure Report. Business travel required up to 10% of the time. This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. Specialized Experience: One year of specialized experience is defined as: 1) Execute all aspects of pre and post award contracting actions for multi-million dollar highly complex and specialized procurements; 2) Conduct contracting strategies that address the full range of the acquisition spectrum including development, acquisition, testing, integration, production, fielding and sustainment; 3) Advise Senior Officials on contract matters to procure supplies, services, weapons systems and subsystems for the organization; and, 4) Apply Acquisition Regulations such as the Federal Acquisition Regulations (FAR) and procurement policies to manage the contract development process. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03)/GS-13. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-IV of broad banding encompass the traditional GS-14 through GS-15 grades. Other initiatives under the demonstration projects include simplified classification, streamlined hiring process, and expanded developmental opportunities.
