Job description

Duties Review and contribute to the preparation of acquisition documentation such as market research reports, performance work statements, quality assurance surveillance plans, request for information, justification and approval, and solicitations. Review and contribute to the preparation of acquisition documentation such as acquisition plans, contract specifications, source selection strategies, pricing provisions, and negotiation strategy. Coordinate with acquisition teams, contracting and program offices and participated in the planning, development and establishment of the contractual strategies for the overall acquisition programs for and subordinate's organizations. Perform a variety of staff support functions in relation to planning, directing, managing, and advising on functions involving complex IT programs in advanced computer technologies. Use multiple acquisition, ordering, tracking missions including acquisition preparation planning, execution, as well as acquisition management. Work with full range of acquisition planning/management functions required to support a project with a mission that may consist of development, acquisition, testing, integration, production and fielding of management information systems. Requirements Conditions of Employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. You will be required to provide proof of U.S. Citizenship. This is an Army Acquisition, Logistics and Technology Workforce position. Selectees must meet position requirements for certification at Level 1 (Foundational) in the Acquisition Career Field - Contracting within 36 months of entrance on duty. This position has a Temporary Duty (TDY) or business travel requirement of 15% of the time. This position requires submission of a Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter. This position requires the incumbent to be able to obtain and maintain a determination of eligibility for a Secret security clearance for the duration of employment. Qualifications Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: In order to qualify for this position your resume must describe one year of specialized experience equivalent to the NH-03 (GS-13 or equivalent) grade level in the Federal service which includes: 1) Managing the cost, scheduling, or performance for assigned programs to ensure organizational goals are met; 2) Evaluating acquisition strategies to identify potential risks that may impact the execution of programs; 3) Performing research and interpreting Federal acquisition regulations, policies, guidelines, and other applicable documentation to provide sound contracting advice and identify acceptable solutions to resolve contractual issues during all phases of the acquisition process; 4) Providing subject matter expertise in the review, analysis, monitoring and evaluation of acquisition programs and contracts; AND 5) Performing Contract Officer Representative functions. This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service NH-02 (or GS-11 equivalent). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone no substitution of education for experience is permitted. Additional information Direct Deposit of Pay is required.
