Job description

Duties Serves as the Branch Chief, reporting directly to an Associate Director for Business & Operations, for an activity charged with the development and review of plans, programs, policies, and procedures enabling the execution of the wide range of program management and planning activities. Responsible for oversight of program administration, planning, prioritization and evaluation of various Research and Technology Integration (RTI) Directorate, Business and Operations programs to include requests for information and tasker management, integration of new technical and business personnel into the RTI, planning and execution of technical and business education/enrichment opportunities intended to broaden the technical understanding of a Science and Technology (S&T) workforce, engagements with academia to support talent capture and planning and execution of large demonstrations, meetings intended to create stakeholder understanding and appreciation of the RTI mission. Effects necessary coordination with internal and external stakeholders. Directs and evaluates work of subordinate personnel and reviews the work product of contractor support personnel assigned to or employed by the C5ISR Center. Create and maintains an inclusive and merit based working environment conducive to mission accomplishment. Initiates appropriate personnel actions; encourages and enhances employee professional development. Evaluates performance of subordinates. Formulates and approves internal operating policies and procedures. Reviews completed work of subordinates to ensure adequacy and quality of output. Requirements Conditions of Employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. Temporary Duty (TDY) Travel of up to 25% of the time may be required. This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret Sensitive Compartmented Information (SCI) security clearance or access for the duration of employment. This is a Drug testing designated position and the incumbent is required to complete a drug test prior to appointment and periodically thereafter DA Form 5019. This position requires submission of Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter. A pre-placement medical examination may be required. Supervisory > 25% Supervisory Probation may be required. Qualifications Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. It is defined as one year of specialized experience equivalent to the DE-03 pay band (GS-13 level) in the Federal Service which includes experience in ALL of the following areas: 1) Developing education programs for a highly trained science and technology workforce; 2) Analyzing, staffing and preparing responses to requests for information from higher headquarters; 3) Developing approaches for recruiting and retaining highly technical personnel; and 4) Planning and executing large scale events intended to ensure internal and external stakeholder understanding and appreciation of the organization's mission Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. This position is a TOP SECRET WITH SCI position. It is designated Special-Sensitive (4) Top Secret (TS) security clearance with Sensitive Compartmented Access (SCI), or the incumbent must be able to obtain and maintain a TS/SCI security clearance/access. A Single Scope Background Investigation is required for TS/SCI access and must be completed prior to hiring and periodically thereafter. This is a testing designated position. Personnel are required to sign DA Form 5019-R (Condition of Employment for Certain Civilian Positions Identified as critical under the Department of the Army Drug-Free Federal Workplace Program). Personnel must pass drug screening prior to hiring and will be subject to periodic and random drug testing, thereafter, in accordance with AR 600-85 and Department of Defense Directive 2010.9.
