Job description

Duties As a senior attorney, advises the Joint Task Force Civil Support Commander, as well as assigned/allocated subordinates and managers, on a host of administrative law matters including investigations, ethics and standards of conduct, labor and civilian personnel law, and regulatory law applicable to JTF-CS operations. Serves as Joint Task Force Command's subject matter expert and advisor on operational law and international law pertaining to the Joint Task Force's operations. Participates in CBRN Response Enterprise (CRE) operations and exercises and is expected to be on-call for crisis response operations. Prepares staff recommendations and monitors and coordinates the provision of legal services throughout JTF-CS' activities in CBRN response, defense support to civil authorities, homeland defense, civil support, natural disasters, and domestic emergency operations and exercises. A valid driver's license is required for the position In the performance of assigned duties, employee uses tact, diplomacy, and professionalism to promote effective working relationships with a variety of offices and agencies Employee must adhere to the Air Force Rules of Professional Conduct Qualifications GENERAL REQUIREMENTS: You MUST have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD). In addition, at the time of application, you must provide proof, dated within four months of application, of "active" status with a bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. On-line information is allowed as long as it shows that you are in "active" status. Specialized Experience: In addition to the basic requirement, you must have professional legal experience in excess of two (2) years that commensurate with the position's duties and responsibilities. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of applicable law pertaining to administrative law, fiscal law, operational law, and international law in order to provide legal advice and counsel to command and management and represent command interests. 2. Knowledge and skill in applying federal, state, and local law as it impacts military support to civil authorities, civilian law enforcement agencies, private individuals, and personal legal assistance to eligible beneficiaries across the typical range of the legal assistance practice. 3. Knowledge of administrative law, claims, environmental law, contract law, labor law, and fiscal law in order to provide legal advice and counsel to the command and attached units. 4. Skill in recognizing and analyzing key legal issues in a factual situation and applying well-reasoned analysis to reach clear, concise conclusions. 5. Ability to research and analyze complex factual situations in order to prepare clear and concise legal documents, memoranda, opinions, drafts of legal opinions, documents, and proposed regulations. 6. Ability to communicate effectively with a diverse group of individuals, in and outside the legal profession, both orally and in writing, in both formal and informal settings. Skill in devising negotiating strategies, and then implementing those strategies in negotiations with senior attorneys or officials at the international, federal, state, and local levels, in both the public and private sectors. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Additional Conditions of Employment: Employee must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth. Employee may be required to work overtime, callback, and shift work for unusual tours of duty on short notice to include nights, holidays, and weekends. Incumbent is required to stand Alpha Alert positions to include Forward Command Element (FCE) on a recurring basis. When assigned to an Alpha position, the incumbent will ensure they can be contacted immediately (24 hours a day/7 days a week), respond to Everbridge messages within 30 minutes of receiving the message, and physically report to JTF-CS with 3 or 5 hours of alert initiation. This position is designated by the Air Force as a Test Designated Position TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) ifrequired, to submit to urinalysis testing. The selectee must sign a statement acknowledging the position occupied is identified as a TDP. Selectee must meet requirements specified on SF 178, Certificate of Medical Examination. Employee must be physically and medically fit to perform assigned duties. Any physical condition that would cause the applicant to be a hazard to himself/herself or others is disqualifying. The theater commander may specify theater unique medical/physical criteria. Essential employment-related medical/dental/psychological examinations and required immunizations are at no expense to the employee. TDY may be required, both nationally and internationally. Travel may include work in a "field" environment. The duties of this position require travel by means considered most advantageous to the government (military or commercial aircraft). Must obtain a passport as a condition of employment. This is a KEY position IAW 32 CFR, Part 44 Appendix A and DoD Directive 1200.7. A Key Position is a Federal position that cannot be vacated during a war, national emergency, or mobilization without seriously impairing the capability of the parent Federal Agency to function effectively. The employee must be removed from the Ready Reserve and CANNOT become a member of the Ready Reserve while assigned to this position. IAW DoDI 3020-42 the position has been locally, or command designated as Mission Essential (ME) performing a Mission Critical Function (MCF), which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions IAW, DoDI 3020-42, Defense Continuity Programs. A civilian employee's telework arrangement may be terminated at the discretion of the supervisor or at the employee's request.
