Duties DUTIES: Serves as the Chief of Staff for Joint Task Force Civil Support, responsible for planning, organizing, and managing the activities of the Command. Exercises supervisory personnel management responsibilities. Represents Joint Task Force-Civil Support with a variety of commands and functional area organizations. A 1-year supervisory probationary period is required if applicant selected has not previously met this requirement. This position has been designated as Special Sensitive. The employee is required to obtain and maintain a Top Secret/Sensitive Compartmental Information clearance as a condition of employment. In the performance of assigned duties, employee uses tact, diplomacy, and professionalism to promote effective working relationships with a variety of offices and agencies. Employee may be required to work and/or be "on call" after normal duty hours, which may include evenings, weekends or holidays. Employee will be required to attend periodic command and/or civic related social functions and related events after normal duty hours. Work may occasionally require travel away from the normal duty station on military or commercial aircraft in accordance with Joint Travel Regulations in performance of temporary duty (TDY). Qualifications CONDITIONS OF EMPLOYMENT (CONTINUED) IAW DoDI 3020-42 the position has been locally, or command designated as Mission Essential (ME) performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions IAW, DoDI 3020-42, Defense Continuity Programs. This is a KEY position IAW 32 CFR, Part 44 Appendix A and DoD Directive 1200.7. A Key Position is a federal position that cannot be vacated during a war, national emergency, or mobilization without seriously impairing the capability of the parent Federal Agency to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. Applicants for positions designated as "Key" positions who do not agree to this condition shall not be extended an offer of employment. Employee is required to file and submit an initial and annual Confidential Financial Disclosure (OGE Fm 450) report in the electronic Financial Disclosure Management (FDM) system in accordance with DoD 5500.07-R, Joint Ethics Regulation. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. The selectee must sign a statement acknowledging the position occupied is identified as a TDP. This position is Cyber Coded under the DoD Cyberspace Workforce Framework. IAW DoDM 8140.03 the incumbent is required to achieve both the foundational and resident qualification requirements outlined for each work role at the assigned proficiency levels. Foundational qualification within 9 months of assignment; resident qualification within 12 months of assignment. Employees may perform cyberspace workforce position duties while obtaining qualification requirements under the direct observation/supervision of an appropriately qualified individual, unless a waiver is granted per DoDM 8140.03 section 4.2. If such observation is not feasible and/or waived, individual must be reassigned to other duties consistent with applicable law. Employees who fail to achieve qualification or to obtain an approved waiver for cyberspace work role(s) within stated timelines will be removed from the duties associated with the work role. In addition, employee is required to engage in a minimum of 20 hours per year of Continuous Professional Development or education activities to maintain and enhance competence. May be required to perform Battle Roster functions during Exercise and Real-World events. Battle Roster functions may include, but are not limited to, Joint Personnel Operation Cell, Contingency Command Center, Future Operations Center, Joint Enabling Capability, and other tasks as assigned. These duties may require additional duty hours and/or alternate duty locations. YA002 = Eligible for situational telework only, including Ad hoc, Emergency, or OPM prescribed "Unscheduled" Telework. This eligibility is separate and distinct from the employee's eligibility. A civilian employee's telework arrangement may be terminated at the discretion of the supervisor or at the employee's request. QUALIFICATIONS: In order to qualify, you must meet the Specialized Experience Requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions: Administrative and Management Positions- Miscellaneous Administration and Program Series (0301) SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-14 (or higher) grade level or equivalent (may have been obtained in the federal service, military, or public sector). Examples of specialized experience include knowledge of national policies, objectives, doctrine, and strategy involving USNORTHCOM and Joint Operations and Joint Force Land Component Commander (JFLCC) including the management of Weapons of Mass Destruction (WMD) incidents; knowledge of the various CBRN and all-hazards DSCA support functions, operations, policies, procedures, practices and the roles and responsibilities of the supporting agencies in both CONUS and OCONUS locations; knowledge of the roles, policies, procedures and organizational structure of DOD Agencies, Services, Joint organizations, and Joint Force Commander's concept of operations; knowledge of information systems Security Assessment and Authorization processes; and knowledge of personnel management, EEO, and safety and security regulations, practices, and procedures. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in -grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of national policies, objectives, doctrine, and strategy involving USNORTHCOM and Joint Operations and Joint Force Land Component Commander (JFLCC) including the management of Weapons of Mass Destruction (WMD) incidents.
