Job description
Duties The duties performed at the GS-12 level are essentially the same as those performed at the GS-13 grade level, however, they are performed with more than normal supervision and are of a developmental nature. This list of duties is not all-inclusive: Discuss work-related issues with managers concerning: achievement of mission and business objectives, balancing potential benefits against costs/risks, align proposed investments with IT plans and strategies, (con't below) (from above) measuring performance against net benefit for dollars invested, provide feedback to allow senior managers to make decisions regarding new/on-going projects, and quality assurance of all projects/programs. Develop products in compliance with DoD and Army documentation standards for TRADOC's command functions. Ensure conformance with Joint Technical Architecture for designated systems. Advise system proponents throughout TRADOC with regard to the acquisition processes required to identify IT requirements. Provide advice throughout the development and promulgation of approved policies, procedures, and guidelines for the development, implementation, and support of IT needs. Coordinate/Prepare/Submit the TRADOC information management plan. Maintain up-to-date knowledge of the IT field through seminars, subject matter journals, and contacts with vendor personnel. Represent the Command at technical conferences. Conducts special projects as needed concerning long range planning, evaluation, and requests for assistance. Performs Contracting Officer Representative (COR) duties as required for IT requirements and contracts Requirements Conditions of Employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. Incumbent must be able to obtain and maintain a valid T3 (Secret) security clearance. This position may require temporary duty (TDY) for up to 10% of the time for business. The nature of this position may require the incumbent to work other than normal duty hours which may include overtime, evenings, weekends, and/or holidays. Incumbent must be able to obtain and maintain COR certification within 6 months of appointment and is required to complete all training/certifications per Defense Federal Acquisition Regulation and the Army Federal Acquisition Regulation Supplement. This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R. Incumbent must be able to obtain and maintain Security Plus CompTIA certification after entrance-on-duty within the time frame specified by management. For the GS-13 grade level: Specialized experience: One year of specialized experience equivalent to the GS-12 grade level in the Federal service which includes: 1) experience managing IT projects; 2) providing technical or professional IT advice to higher-level organizational and mission partners; 3) identifying and resolving issues and problems; and 4) performing studies to determine the future needs of an organization's IT system and its capabilities.
