Responsibilities The individual selected for this position will fill a role as an Engineering Manager (EM), as well as hold an individual contributor role on the Mountaineer program. The selected employee will be the 1st line company interface on behalf of the program to customer organizations. The candidate will serve as a manager of individual contributors of systems engineering, systems integration, project management, and/or other disciplines. The candidate will provide subject matter expertise and advice to provide the best of breed solutions and creative out of the box thinking to drive efficiencies throughout the teams and work products they are responsible for. Manager responsibilities include hiring and recruiting, employee mentoring and career development of individual contributors, retention and awards, and performance management and assessments. Individual Contributor Responsibilities consist of, but are not limited to, the following: Provide program planning, coordination, and communication between Sponsor SLT, Commercial Cloud Providers, and Intelligence Community staff for the CLOUDWorks security division.
Manage complex projects across multiple organizations, groups, or divisions.
Support the creation, development, and implementation of Sponsor's marketing communications and best proactive procedures to accelerate joint test team activities.
Propose creative alternatives to traditional communication channels between the Sponsor, ODNI, and Cloud Service.
Providers to accelerate the onboarding of cloud services to the Intelligence Community Advise the sponsor through requirements gathering and participation in working groups and forums to formulate communication products and services.
Ensure that the cloud service provider and intelligence community partners are in the loop for key project activities
Conduct periodic surveys and direct interviews with cloud service providers and intelligence community partners to gauge satisfaction with the Sponsor's communications products and/or services.
Management responsibilities consist of, but are not limited to, the following: Coordinating subordinate employee recruitment, selection, performance assessment, salary, retention, and recognition/disciplinary actions.
Responsible for mentoring, coaching, training, assigning, managing, and leading your team.
Compiling/Reviewing for quality bi-weekly and monthly status to the PM.
Working with the Customer GPOCs to provide overall support to the group, branch and specific projects subordinate employees are assigned, and engage GPOCs to support.
Assist leadership in providing programmatic guidance to COTR(s) on his/her area of responsibility. (Requiring the EM to have insight into the overall technical, financial, and contractual details on projects). Including milestone readiness, cost, risk, and supportability.
Collaborate regularly with other leadership to increase communication across divisions and groups.
Qualifications Must possess and be able to maintain a TS/SCI clearance with Polygraph
BS 10-12, MS 8-10, PhD 5-7
Demonstrated expertise in managing complex projects across multiple organizations, groups, or divisions.
Demonstrated experience with drafting executive level briefs on project risks, project milestones/schedules, and strategic initiatives.
Demonstrated experience communicating in Sponsor's Executive Level forums.
Demonstrated experience with the Sponsor's Cyber policies, directives, and standards.
Demonstrated experience or familiarity with the Sponsor's cloud technology programs.
Minimum 15 years of experience providing support to complex integrated programs for the Sponsor.
